ROLE PURPOSE

Spearhead strategic planning, alignment, initiatives, review and monitoring process to ensure effective organisational performance management as well as driving, promoting and supporting Labuan FSA’s Environmental, Social, and Governance (ESG) agenda.

PRINCIPAL ACCOUNTABILITIES

Strategic Planning and Organisation Performance Management

  • Spearhead the business planning process, including the development of the Corporate Action Plan and Strategic Blueprints aligned with Labuan FSA’s mandate and desired outcomes.
  • Drive strategic alignment, engagement and consolidation with Labuan FSA’s subsidiaries to ensure alignment of yearly KPI, strategic initiatives and measurement.
  • Lead in strategic review by assessing Labuan FSA’s department and organisational performance and provide senior management with KPIs and insights that enable decisions to improve execution of strategies.
  • Promote a culture of high performance, continuous improvement, and innovation to support Labuan FSA’s strategic objectives.

Environmental, Social and Governance (ESG)

  • Lead the formulation and recommendation of strategic initiatives, policies, programmes and initiatives that promote and sustain Labuan FSA’s ESG agenda.
  • Manage strategic alignment by tracking and calibrating cross department strategies and programmes with Head of Departments and Units to drive key Labuan FSA’s ESG objectives and agenda.
  • Formulate strategic recommendations and policies to nudge further actions from the Government, relevant agencies, etc (e.g., harmonisation of policy recommendations/actions that promote smooth transition to a greener economy and/or policy advocacy).

Strategic Execution, Change Management and Insight

  • Lead targeted programs and projects using innovative, agile and project management tools and techniques in the strategic development and change management to ensure successful implementation of the business transformation agenda.
  • Monitor Strategic KPI and programme’s progress and integration of Labuan FSA-wide strategic programs/ projects to deliver against targeted outcomes/ benefits.
  • Strategic dialogue and effective engagement and alliances with internal and external stakeholders to ensure Labuan FSA remains agile and has the capability to meet emerging challenges through continuous organisational transformation.
  • Proactively identify emerging issues in the industry, providing insights and analysis to the Management Committee and Senior Management to ensure sustainable improvements to organisational performance through strategic reviews and interventions.

QUALIFICATIONS AND EXPERIENCE

  • A minimum of a bachelor's degree in Business Administration, Finance, Economics, or a related field. A master's degree is preferred.
  • At least 10 years of relevant experience, with a strong background in strategic planning, performance management, and ESG with 5 years in supervisory role.
  • Proven track record of leading successful strategic initiatives and projects.
  • Experience in working with senior management and stakeholders at various levels.
