The position is responsible to execute company and country regulatory Health, Safety & Environment policies, industry best practices and internal procedures in safeguarding Health, Safety, Environment, and Security (HSSE) in the project site. The job mandates full time site safety supervision, and all necessary work related to Malaysia regulatory requirements (e.g. DOSH, DOE, BOMBA). Must strike a balance in both administrative (paperwork) and field works.

The SHO will report directly to HSE Lead, based at the construction site for the full duration of contract and dotted reporting line to Project Manager, providing full support to Project Management team and other departments from HSSE capacity. Candidate is also expected to execute all HSSE related administrative/field work as required for safe operation of the project site, in addition to full time site supervision of the field works.

Play a dual-hat role of SHO (Green book) enforcement of DOSH regulations, and Site Safety Supervisor (SSS, Yellow book) site supervision and contractor management.

Principal Responsibilities

  • Must be punctual to work and lead the daily morning tool box at 8.00am
  • Full time supervision of the field construction work, and enforcement of safety regulations whenever necessary.
  • Conduct Contractor Safety Pass (CSP) training for contractor employees.
  • Review all HIRARC and Job Hazard Analysis before its execution.
  • Perform daily patrol and site assessment (identify hazards, assess the risk) with contractor and /or project team and put appropriate controls in place.
  • Ensure contractors comply to the company requirements of the “Project Execution HSE Standards Requirements for Construction Sites Rev.1” which outlined HSE requirements.
  • Advise and lead the registration or any other government HSSE related submissions, meeting regulatory compliances. E.g. DOSH construction site registration.
  • Have a good and organized filing system in order to have easy retrieval of all related documents.
  • Responsible to keep in good working condition any assets, equipment, etc. supplied by the company.
  • To perform any other relevant task as assigned by the superior.
  • To take consequence management for contractors for non-compliance in HSSE e.g. issue verbal or written warning / dismissal.
  • Perform a Permit to Work check with a proper risk assessment and / or JSA (Job Safety Analysis).
  • Regularly do engagement talks to workers and occasionally for special job e.g. working in the confined space, heavy lifting, x-ray work etc.
  • Equipment & hand tools inspection.
  • Conduct safety meeting twice a month.
  • Organize routine safety exercises e.g. fire drill, site emergency drill under ERP (Emergency Response Plan) to ensure that people on site are familiar with the plan.
  • Support on the implementation of HSE Plans and initiatives.
  • Facilitate and conduct and Site HSE Committee Meeting.

Health, Safety & Environment (HSE)

  • Implement applicable HSE related rules and regulations as per company policies, ensuring a safe and healthy workplace for employees.
  • Responsible for carrying out functional safety management work such as controlling, monitoring, enforcing, implementing, coordinating, maintaining, and improving Occupational Safety, Health and environmental matters.
  • Responsible for liaising with regulatory bodies – including but not limited to Department of Safety & Health (DOSH), Department of Environment (DOE), Ministry of Health Department, Fire Service Department, and other related government or non-government to ensure compliance with all legal requirements.
  • Responsible to keep track and organize routine safety exercises e.g. fire drill, site emergency drill
  • Responsible to investigate and analyse accidents, conduct root cause analysis and implement appropriate actions aimed at future prevention and mitigation.

Security

  • Access Control: Ensure effective process for site access, including screening visitors and issuing access passes are in place.
  • Surveillance: Oversee security cameras and alarm systems, ensuring the effective monitoring of the site.
  • Incident Response: Respond to and manage security incidents, including breaches, theft, and emergencies.
  • Patrols: Ensure the security guard conducts regular site patrols to deter and detect security threats.
  • Reporting: Document and report security incidents and anomalies to project management team.
  • Coordination: Liaise with law enforcement and emergency services when necessary.
  • Training: Train security guards on site HSSE requirements, ensuring they are well-informed on security protocols and emergency procedures.

Reporting & Audits

  • Compile and submit Accident Statistic (NADOOPOD, JKKP 8, Monthly HSE Report to the relevant parties (internal / external).
  • Monthly reporting of HSE statistics and key performance indicators, including analysis.
  • Weekly activity reporting to project management team.
  • Ensure full and accurate HSE training records are maintained.
  • In charge for site HSE readiness and compliance for periodic or ad-hoc inspection by local authorities, HSE audits and all other relevant audits as required.

Job Responsibilities

  • Education
  • Candidate must possess at least a Bachelor's Degree/Professional Degree/Diploma in Engineering/Environmental/Safety/Health or equivalent
  • Working experience
  • Must be a DOSH green book holder with at least 3 years of working experience. Exceptional yellow-book holders may also apply for considerations.
  • Certified DOSH AESP / AGTES is preferable.
  • Knowledge & Skill
  • Strong knowledge of industrial gases (relevant chemical industry, petrochemical) and construction project on-site safety enforcement.
  • Excellent knowledge with Occupational Safety and Health Act and Regulations (OSHA 2022).
  • Good command of English and Bahasa Malaysia. Mandarin language skill will be an added advantage.

  • Applicant must be willing to work in Serendah, Selangor and possesses own transport.
  • Availability to start immediately or with short notice.
  • Ability to work independently with minimal supervision.
  • Must be willing to work with flexible/extended hours and weekends as project progress, depending on requirements and needs.
  • Working Hours
  • Daily toolbox meetings must be conducted at 8:00 AM.
  • Must be punctual and the first to arrive on site.
  • Monday to Saturday (8.00am to 6.00pm)
  • If a public holiday falls on a day other than Sunday and you are required to work on that day, no holiday entitlement will apply; however, a replacement leave may be considered on another day. If required to work on a Sunday, a replacement leave may be considered.
