Description:

  • Plan and manage the execution of Performance Management System and process for the organization and relations to data management and integrity by coordinating the individual performance appraisal planning, implementation and review for COMPANY staff including Secondee from Shareholders. Working closely with line managers from various departments, increasingly in a consultancy role, assisting line managers to understand and implement policies and procedures for performance management.
  • Manage and execute the Performance Improvement Plan (PIP) and implementation for staff under performance.
  • Plan, develop and implement Capability Development Plan and process for COMPANY by analysing the Individual Training Needs and working with line managers to identify individual and team business related training needs and skill gaps in order to establish the Capability Development Plan for COMPANY Staff.
  • Develop and implement COMPANY Yearly In-House Training Program and Corporate Leadership Program including HSE Training, encompassing sourcing and short listing of training providers. Evaluate the training and development programs and analyze the effectiveness of the programs. Working innovatively with external partners or internal trainers to commission/develop appropriate training and interventions to improve and enhance the learning and development required. Sourcing and developing specialist third party providers as required.
  • Develop and facilitate Training and Corporate assessments and surveys. Generate consistent training performance report for internal customers and corporate achievement for the training planned vs. actual training conducted/provided. Analyze and prepare the training budget base on the approved budget and monitor on the utilizations. Ensuring the statutory training requirements are met (HRDF, GST, VAT, etc.) and implemented.
  • Develop and manage implementation of Competencies for CPOC Staff. Coordinate and implement the Baseline Assessment for the new Offshore technicians joining CPOC. Develop and implement tools, task book and process in monitoring competencies for Offshore technicians. Identify the assessor within internal/ external source in carry out the assessment.
  • Plan and develop on the establishment and implementation of the Career Development Framework, Succession Planning and Structured Training for identified positions or successor to ensure the continuous development and staff readiness throughout the organization.
  • Administer and manage budgets and actual utilization by forecasting requirements, reviewing work program budget, scheduling expenditures, analyzing variances and initiating corrective action to ensure effective cost management and optimization.
  • Develop, update and administer department policies and procedures by formulating and reviewing operational needs and obtaining approval and ensure compliance with business requirements, strategies and objectives.
  • Ensure the execution of planned activities or assist in planned activities related to core job responsibility in compliance and adhere with COMPANYs HSE policies and industrial standards.


Qualification & Experience:

  • Bachelor's degree or equivalent in Human Resources, Business, or Organization Development.
  • Minimum 6 years experience in human resources functions with particular emphasis in capability management and a good grounding in overall HR practices in oil & gas industry.
  • Exposure and experience in HR functions with International Companies will be an advantage.
  • A proven track record in the ability to work independently, under pressure and deliver timely results.
