JOB PURPOSE

Manage subcontracts after project awards, ensuring all tasks are completed according to the agreed terms and conditions, while meeting project goals and protecting MMHE’s interests. Collaborate with the MO SCM team to handle change management activities for non-tariff or FM subcontractors, ensuring project deliverables and results are met. Identify and evaluate subcontract management issues, providing effective recommendations to the Project Team and MO Management regarding subcontracting matters.

JOB RESPONSIBILITIES

  • Manage project subcontracts from post-award to completion, ensuring project goals and financial targets are met following the pre-award handover from SCM.
  • Identify and evaluate subcontract management issues, providing effective recommendations to Project Teams and MO Management to ensure successful project delivery.
  • Review and approve subcontractor compensation calculations for marine projects, based on milestones or project completion, ensuring accuracy and alignment with project goals.
  • Verify that compensated activities align with client-approved work as detailed in Work Done Reports (WDR) and Work Completion Reports (WCR).
  • Ensure the correct WBS and GL codes are used for each activity by SCM for purchase order issuance.
  • Collaborate with Cost Control, PMT, and Subcontractors to clarify work scope and negotiate terms as necessary.
  • Review, negotiate, and approve subcontractor variation order claims, preparing recommendations and facilitating approval and PO processing in accordance with MHB’s Limit of Authority (LOA).
  • Assist the Marine Project Cost Controller in obtaining subcontract quotes for additional work orders and variations in collaboration with SCM Marine.
  • Develop and monitor the execution of change management activities, including tracking and closing out change orders and claims, to mitigate risks and pursue opportunities as per the contract.
  • Prepare for and recommend solutions for subcontractor disputes by compiling and analyzing supporting documents and data.
  • Track and monitor forecasted and committed costs until subcontractors are fully compensated, for both repair and conversion/long-term projects.
  • Obtain and collect potential subcontractor costs for the MO Project Cost Controller and Project Control prior to vessel sail away and final bill negotiation.
  • Lead and recommend actions on Price Alerts and Displeasure Notices, consulting with stakeholders such as PMT, MO Cost Controller, and Estimator.
  • Ensure all open purchase orders are closed at the end of the MO project by completing subcontractor closure certificates in accordance with verified Summary of Costing (SOC).
  • Maintain strong relationships with relevant stakeholders, including Project Management Team, Engineering, QHSE, QA/QC, MO SCM, and Subcontractors, to facilitate smooth project delivery.
  • Actively participate in and promote company HSE initiatives to foster a culture of health, safety, and environmental awareness.

JOB REQUIREMENT

  • Degree in any engineering fields, preferably Marine Engineering, Quantity Surveying or other professional related qualification.
  • Minimum 6 years in Subcontracts Management experience preferable in shipyard and / or related marine industry.
