Logistics Base Analyst

Job Purpose:

Provide broad range of assistance for supply base operation, critical support on data analytical, performance measurement, budgeting, cost controlling and administrative support at supply base, works with Base Superintendent and Logistic staff to ensure efficient and smooth day to day function for supply base operation, provide administrative functions to manage and coordinate office communications, Supply Base contractor invoicing system process and material workflow documentation.

Accountabilities/Responsibilities:

• Participate actively in Company HSE programs and contribute freely to the achievement of the Company’s HSE policies and objectives. Through personal commitment and involvement, contribute to the safe and environmentally responsible operations of the Company’s day-to-day operations by complying with all policies and procedures and actively contributing to improvement through hazard and incident reporting and suggesting improvements.
• Responsible to complete SAP transaction for all material movement and Service Entry Sheet for Logistics Contracts at Supply base within specific KPI.
• Coordinate and notified contractor for document submission, tracking, verification, and collection for all materials to or from offshore facility.
• Communicate with forwarding agent on the paperwork submission for Customs material declaration and compile for each project reference.
• Interact with all operation personnel on the daily operational documentation filling, upload into shared drive and organizes in correct and timely for traceability and audit trailing.
• Manage all the necessary Custom Duty Declaration, Tax Exemption application and all necessary approvals required by Malaysia Customs authorities on all imports, exports for materials and equipment in order to comply with the authority.
• Manage/perform roles of either as Material Receiving or Material Issuance of Materials and Spare part - Tracking and Traceability.
• Oversee a proper management of material return from offshore and coordinate with stake holder on actions to be taken on the material returns.
• Coordinating and tracking of materials/ equipment send out for inspections and repair status and follow up.
• Analysis of Fast Moving, Slow-moving items and Non-Moving items for Productions, Project, drilling and other departments and coordinate with Materials Management team on the way forward.
• Ensure accuracy of Stock Inventory and conduct regular self-check and gap analysis of the ERP system to ensure highest accuracy.
• Regular review and gap analysis on Inventory Stock Expiry, shelf-life status, preservation requirements, UOM etc.
• Focal point for Supply Base data analytical and performance measurement and continuous improvement. Responsible for the Supply Base and Warehouse dashboard updates and accuracy.
• Assist Supply Base Superintendent in managing supply base petty cash expenditure and cost controlling and forecasting supply and demand from internal stake holder.
• Assist Supply Base superintendent in managing/ updating the supply base procedure, guidelines, processes and policies.
• Maintain High standard of record keeping and documentations controls. Organizes and maintains files of records and correspondence of both a routine and confidential for the project material movement for easily accessible to all audit trails.
• Responsible for types and proofreads reports, documentation, correspondence, forms, etc. for all the cargo movement within shore base or offshore.
• Manage monthly reports and compiling to HSE – PPE management, registration office chemical hazardous.
• Regular review of the Material Surplus status at supply base and communicate efficiently with material Management team on action to be taken.
• Support Supply Base Administration for consumables, base event visitor and Audit/ Stock Count.

Requirements:

• Candidate must possess minimum of a Professional Certificate or Diploma or Degree in Logistics / Business Studies or equivalent qualification in related field.
• Fresh graduate (minimum Diploma) or 2 years’ experience (minimum Professional Certificate) in Oil and Gas.
• Able to work with very minimal supervision.
• Able to work independently and decisive.
• Able to multitask and communicate with people at all levels.
• Intermediate skills in Microsoft Office Suite, i.e. Word, Excel, PowerPoint, Visio; and knowledge in SAP or Material system will be an added advantage.
• Medium knowledge about Supply Base operations functions, as well as the associated forwarding agent operations.

• Asian Supply Base (ASB), Labuan.

Reporting:

• This position reports to the Supply Base Superintendent.
