Where you fit in As instrument Manager you will oversee technical assurance for instrumentation in the asset, as well as manage plant changes and projects; you would also handle instrumentation-related threats and opportunities to ensure the asset meets safety, environmental, production, reliability, productivity, personnel, and quality goals within business constraints. Manage HSSE performance of the site with direct responsibility for the Instrumentation staff including both Shell and contractor staff by supervising and executing HSSE related activities. Effectively manage section budget, identify, and implement cost effectiveness/improvement opportunities. Manage risks from instrument hazard by complying with HSSE & SP Control Framework on Instrument and Electrical Safety of Personal Safety Manual. Drive the instrument processes, conduct continuous improvements the process through PER, deliver 5 years assurance plan and deepen into the issues of gaps that prevent the process to progress to next level until organization moving into generative status. Provide technical assurance for instrument equipment design, operation, maintenance, identification and inspection in the coordination of functions relating to the MEI requirement on Preventive and Corrective Maintenance including SCE for safe and reliable operation. Deliver MTO on long term solution by developing and implementing policies and strategies to improve availability and reliability of the instrument scopes in line with SMDS long term business objectives. Ensure coordination and effectiveness of the plant wide electrical protection system related to instrument scopes. Define and set standards and oversight Work and Product, approve single discipline deviation, approve critical deliverables and technical approval of vendors. Oversee all instrument related actions and initiatives captured in the Asset Integrity-Process Safety (AI-PS), Manage Threat and Opportunity (MTO), Manage Asset Care (MAC), Plant Change Forum (PCF), Learning from Incidents (LFI) forums. Ensure a culture of safety consciousness in his team, encourage team members to proactively look for unsafe acts and conditions and to intervene, speak out and stop work when necessary. Conduct periodic management level audits and reviews and ensure competent personnel are in place. Manage the facilities’ computerized control systems supported by a systems engineering team to ensure very high equipment availabilities, that systems are configured and tested to guarantee design intent is accurately implemented and Process Control Access Domain ( PCAD ) requirements are in place and effective. Provide technical assurance on instrument design deliverables for projects from project definition through to commissioning and handover and provide direction on project execution including optimizing contracting strategy, defining & documenting interfaces and definition of performance standards. Ensure material supply and specialized manpower services contracts are identified and put in place as necessary to support maintenance and engineering objectives and manage the initiation, award, execution and completion of the contracts. Manage periodic assessment of instrument material stock levels to ensure Production and Safety Critical equipment and ensure correct technical specification for equipment. Manage improvement initiatives by proactively finding best practices from other Shell locations and industry, and champion their introduction into SMDS. Ensure the integrity of the instrument documentation specifically SPI (In tools). Participate in the front-end development of instrument scope for all relevant initiatives, arrange for the engineering and design of plant changes or part of general plant changes and update of all documentation. Support Instrument Call Out system and assure the availability of personnel on a 24-hour basis. Review, update and write all instrument safety regulations, standing instructions and procedures. Drive condition-based maintenance (CBM) approach and condition monitoring (CM) strategies. Establish and update maintenance & integrity data in CMMS, including Asset Register, PM programs with materials and services, and schedules. Facilitate critical spares and minimum inventory levels review. Ensure the successful implementation & execution of RCM process. Uphold the Engineering Vision and Purpose, as well as support people competency/training and management of the Instrumentation section’s staff and contractors. Support leadership management for the entire Instrumentation section, providing active support in the governance and communication within section in the form of SMDS Vision/Mission/Purpose; and provide support in leadership and delivery four (4) Pillars of SMDS Vision (Goal Zero, People, Reliability and Cost). Manage development and build-up of the Instrumentation section according to pre-defined competence standards and ensure that all Instrumentation section staff (own and contracted) meet the required competencies through talent management areas such as career development and training. Conduct performance management and coaching for direct reports; provide coaching to all direct reports to aid in achieving personal development targets. What do we need from you? Proven background in the Oil & Gas or petrochemical industry in an Instrument Engineer role. Demonstrated leadership with a track record of delivering results. Skilled in Root Cause Analysis (RCA) techniques and troubleshooting PACO equipment. Experienced in leading RCA studies for instrumentation incidents, with a focus on RCA and defect elimination. Knowledgeable in the overhaul of high-purity oxygen service valves and transmitters, including handling, cleaning, assembly, inspection, and installation to manage safety risks. Proficient in Instrument Process Control and Safeguarding systems, with expertise in systems integration, communications, configuration, and hardware. Familiar with AMS process modules, including IPF classification, design, and maintenance phases, with understanding of KPIs. TUV Functional Safety Certification is preferred. In-depth knowledge of common analyzer operating principles, particularly gas chromatographs. Proven ability in coaching, mentoring, and effective communication. Role Requirement Education Qualifications: Recognized degree or higher qualification in Engineering, preferably in Instrument or Control Engineering. Work Experiences: Minimum 10 years of experience in Oil & Gas/petrochemical plant of a Instrument Engineer role. Minimum 3 years of experience in line management as Leader of Team with proven leadership track-record in delivering results. Experience in demonstrating skills in Root Cause Analysis(RCA) techniques and troubleshooting on PACO equipment. Experience in leading RCA studies for instrument related incidents and demonstrating skills in RCA and defect elimination. Experience in demonstrating overhaul of high purity oxygen service valves and transmitters, including necessary requirements for specifying handling, cleaning, assembly, inspection and installation to mitigate the attendant safety risks. Experience in demonstrating working with Honeywell or Yokogawa Instrument Process Control and Safeguarding systems with knowledge of systems integration, communications, configuration and hardware. Experience in dealing with AMS process module, such as IPF classification, design or run and maintain phase, with knowledge of KPIs. TUV Functional Safety Certified is preferred. Experience in demonstrating knowledge of the most common analyser operating principles with in particular in depth knowledge of the different types and operations of gas chromatographs.
