Required Qualifications:

. Education: University Degree on Bachelor Level in Technical Field

.Training & Certificate: HSES-related certificate & training courses in HSES field, DOSH registered safety and health officer (SHO) *mandatory (accurate name to be confirmed.)

.Working Experience: 15 years of professional HSES experience in the construction and commissioning of Chemical Industry. Experience at ASU will be preferred. Working experience of leading and preparing for the Construction Safety Audit System (required by Malaysia Regulation if has) at construction site is mandatory and familiarity with the checklist is a must.

.Foreign Language: English skills in speaking, reading and writing, and good at Malaysia, Tamil and Hindi language speaking is preferred.

.Knowledge & Know-how: Ability to communicate with overseas experts.

.Good interpersonal communication skills.

.Others: local residents are preferred.

Main Duties and Responsibilities:

The Site HSES Manager assists and advises the Site Manager concerning all HSES issues on sites.

From the start of site activities until the hand-over of the plant, Site HSES Manager coordinates all site HSES efforts and activities, and represents E&C China towards the customers, partners, subcontractors regarding HSES issues. And he leads and guides his team of HSES engineers.

His nomination for a particular project shall be in line with local legal requirements, monitor and cascade local laws and regulations to implement. At site, he manages and gives instructions to all the E&C safety personnel, interfacing with Subcontractor(s) safety teams and is responsible for Safety, health, environment and security at worksite.

Lead in managing and solving HSES and emergency issues at site, advise and support the project to interface with local authority and institutions regarding site HSES management issue.

Main Tasks:

The Site Manager is directly responsible to perform the following tasks:

(Leveraging on the AL principles of BE, ACT and ENGAGE in his actions and commitment)

Prepare and setup HSES system:

  • Draft the Site HSES Plans for construction and commissioning: Safety, Health, Environment, Security and Welfare Plan. Together with the Site Manager, check and co-validate the subcontractor’s HSES Plan, risk assessment and other required procedures and support documents.
  • Draft the Emergency Response plans (identified potential scenarios, resources, response, hospital recommended by locals and/or International SOS, emergency numbers…).
  • Participate in elaborate (data input) the Safety Regulation Plan as per local requirement .
  • Ensure safety agreements with contractors are signed, compliant and executed.

Ensure the implementation of HSE management at worksite:

  • Chairs the weekly HSES Meeting attended by CONTRACTOR and Sub-contractors’ Site Managers and HSE Staff.
  • Participate in construction/commissioning coordination meetings with Subcontractors.
  • Continuously evaluate project working conditions and safe work practices, and if warranted, develop positive recommendations and good practice for project management.

Measure HSE performance and satisfaction:

  • Make regular/based-on-needs inspection, identification of hazardous situations, and ensure correction/prevention actions are properly traced in written form.
  • Check that at least 2 (or more, if subcontractor, Client, local regulations are more restrictive) monthly safety surveys with topics (welding, scaffolding, work at height etc) are organized by subcontractor’s safety manager or officers.

Manage safety risks

  • Special construction and safety plans for specific activities, defined by laws and regulations, are prepared by contractors and approved by E&C. e.g. excavation, scaffolding erection, heavy lifting.
  • Assess all the risks at site for the entire duration of the project and ensure that the safety mitigation measures are implemented

Manage security risks (assist in design of safety facilities and site layout):

  • Manage security aspects (Site access of personnel, vehicles, materials, equipment and tools for normal working hours and overtime, specific procedures with guardians in charge of the site security…)

Ensure deployment of emergency response process:

  • Ensure compliance with trained/certified fire helpers and first aiders rate (based on AL Standards and local regulation).

Ensure compliance of occupational health & environment projection:

  • General medical checkup reports for site population, and occupational health certificate for special positions (welders, NDE operators,etc) and checked, collected as per contract and local regulation requirements.
  • Check that the subcontractor’s site facilities are in compliance with health minimum regulations defined by Air Liquide E&C and that these installations had been controlled according to local norms and Air Liquide E&C requirements, e.g. drinking water station, sunshades, restroom, toilets, shower etc as per contract and local regulation requirements.

Manage training and communication:

  • Check that all site populations have statutory and necessary qualification and competency, and all related certificates and proof are collected and archived, e.g certificates of electrician, forklift and crane operator, scaffolder, welder, working at height personnel, NDE operator etc.

Promote a strong reporting and feedback culture in the project :

  • Ensure right understanding of feedback culture for site population - complementary tool for safety management instead of contradictory.

Promote safety culture :

  • Inspire leadership and commitment of management for both E&C and contractors’ organization.
