To plan, coordinate, implement, and monitor operations at the regional level, covering the scope of facilities management, land management, monitoring, and enforcement of land to ensure that railway assets are managed efficiently and systematically. Responsibilities: Facilities Management 1. Plan, coordinate, and implement all operational and maintenance programs for assets at the regional level as follows: a. Assist in preparing the annual budget planning for operational and maintenance activities/programs of assets. b. Coordinate and implement operational and maintenance activities of assets as directed by the Facilities Management Unit (FMU) from time to time. c. Coordinate and implement monitoring activities, execution, and compliance of work by appointed contractors at the FMU level. d. Prepare maintenance reports. e. Assist in identifying problems, issues, and suggestions for improvement of operations and maintenance of assets for consideration and approval by FMU. 2. Plan, coordinate, and evaluate the condition and performance of assets at the site periodically at the regional level as follows: a. Assist in preparing a planning schedule for the assessment of the current condition of assets periodically and annually. b. Coordinate and implement condition and performance assessment activities of current assets periodically or on an ad-hoc basis. c. Prepare reports on asset inspections conducted for review and consideration by FMU. 3. Monitor and implement the disposal of obsolete and abandoned railway assets owned by RAC at the regional level as follows: a. Coordinate and implement monitoring of asset disposal and site monitoring. b. Prepare reports on the status of asset disposal for periodic review and information for FMU. 4. Coordinate complaints received from the public at the regional level as follows: a. Coordinate, review, and resolve public complaints received by providing advice and/or obtaining approval/authorization from RAC Headquarters. b. Prepare investigation reports on complaints along with proposed solutions for consideration and approval by FMU. c. Supervise work instructions to appointed contractors. d. Monitor the execution and compliance of work by contractors and report any arising issues to FMU for review and further action. e. Prepare statistical reports on public complaints for FMU review. 5. Act as a representative of RAC in any meetings, discussions, and site visits with local leaders/community or Local Authorities/PBN and report back to RAC Headquarters. Land Management 1. Assist in regulating land and railway infrastructure against illegal occupation. 2. Assist in monitoring and enforcing land/railway assets. 3. Assist in enforcement activities through the serving of notices and integrated eviction/demolition actions. 4. Assist in conducting investigations into public complaints, RAC, and the Public Complaints Bureau for resolution actions. Complaint Management 1. Coordinate complaints received from various channels: a. Coordinate public complaints received and inform the Corporate Affairs Unit (HEK). b. Review and assess each complaint received. c. Prepare investigation reports on complaints. d. Issue action instructions to parking operators appointed by Headquarters. 2. Collaborate with Headquarters/other PUW to determine land boundaries and safety distances for all leasing activities (land, warehouses, office buildings, quarters, kiosks, pushcarts, billboards, telecommunications tower construction)/leasing/passing through. Qualification: • Bachelors degree in engineering, building surveying or related field with minimum of 3 to 5 years experience in facilities management business or engineering operations in addition in hands on knowledge in handling all technical aspects of building and facilities maintenance. • Familiar in local laws & regulations for governing property maintenance, building management, statutory compliance certification and license. • Possesses strong service ethic, pro-active, can-do attitude, and problem-solving skills. • People management with communication and interpersonal skills • Competent in Microsoft Word and Excel for reporting and administrative tasks.
