You will safeguard and oversee the legal & regulatory aspects of the company by ensuring the company strictly follows law & regulatory guidance and provides advice on relevant issues. This managerial role will also involve spearheading the Legal & Regulatory department in all aspects relating to the AIMS Group of Companies.

Your Work Life:

Legal

  • Provide legal support to the Management and all business units of the company.
  • Draft agreements, contracts and other legal documents.
  • Review agreements, contracts and other legal documents from customers and vendors.
  • Analyze and identify legal risks and implications, provide constructive advice and solution pertaining to the risks and implications identified.
  • Analyze and summarize complex legal documents and matters, provide constructive advice and solution.
  • Specify internal governance policies and regular monitoring of compliance.

Company Secretarial

  • Oversee and ensure proper maintenance of all required corporate filings and report.
  • Ensure timely lodgment of statutory returns and documents in accordance with applicable laws and regulations.

Licensing, Compliance and Access

  • Ensure the company has valid operating licenses and approvals to conduct business in targeted jurisdictions and is fully compliant with license conditions and applicable laws to avoid penalties.
  • Perform research on regulatory frameworks of foreign jurisdictions, monitor changes in laws, and develop and regularly update regulatory databases and checklists.
  • Support licensing activities to obtain necessary regulatory clearances from local and foreign regulators, engaging with them to avoid disadvantageous conditions and requirements.
  • Manage and liaise with MCMC and other relevant authorities regarding regulatory compliance matters.
  • Ensure timely business licenses and permits renewal (added from JD2).
  • Develop and implement policies and procedures to ensure legal and regulatory compliance.
  • Proactively work with counterparts in ASEAN partner companies to ensure compliance with regulatory checklists and requirements.

Corporate Strategy

  • Manage regulatory aspects to support overall corporate obligations and ensure that strategies adopted are progressive, innovative and help achieve the vision and strategic objectives of the Company, to protect the Company’s revenue streams.
  • Provide specialist advice on local and foreign regulatory frameworks and sensitivities for the company’s operations and access and analyse regulatory issues from a commercial and strategic perspective.
  • Track trends in regulations in local and foreign markets impacting the company’s operations and business interests to produce plans and strategies to address the issues.
  • Monitor relevant public consultations initiatives launched by governments, review such consultations and coordinate internal strategy.
  • Coordinate formal submissions and lobbying activities to ensure that the company’s interests are represented and protected in changing environment.

Government Relations

  • Build good working relations with local and foreign regulators and government officials to strengthen the company’s position through (i) cooperative interaction, and (ii) identification of viable projects for the company to participate in, in support of government initiatives and of benefit to the company.
  • Manage strategic engagement with government entities, telecommunication policy makers and regulators in local and foreign jurisdictions, as well as the industry, to defend the company’s position on a range of regulatory and licensing issues.
  • Support superior and other Business Units to assist them in understanding policy-related and technical issues and in crafting effective responses to the foreign regulators, factoring in regulatory constraints and obligations.

Other Duties

  • Perform any other duties as may be assigned by the Company.
  • Plan, organize, and facilitate internal and external learning activities, including providing training to employees.

To be considered, you’ll need:

  • Bachelor’s Degree in Law from a recognized university.
  • Must be admitted to a recognized bar.
  • Minimum of 7 years of working experience in-house legal work.
  • ICSA qualification or a Licensed Secretary is an advantage.
  • Preferably experience with Telecom Regulatory Authorities and Policy Makers in Malaysia and regional counties.
  • Ability to communicate effectively, negotiate, and persuade.
  • Aptitude for understanding regulatory issues and their impact on business operations.
  • Knowledge of Companies Act and related laws and regulations.
  • Diplomacy and ease in establishing and maintaining interpersonal relationships.
  • Strategic thinking, analytical skills, problem-solving, and research capabilities.
  • Meticulous, well-organized, and able to manage multiple projects and deadlines.
  • Independent, excited to work in a collaborative environment, and strong work ethics.
  • Ability to work under pressure and maintain flexibility.
  • Strong command of both written and spoken English and Malay.
