Main Purpose Of Job

The jobholder will maintain day-to-day responsibility for the safety and security of the British High Commission (BHC), and BHC staff. The BHC is a busy diplomatic mission, working to foster a close, modern partnership between the UK and Malaysia across the full range of bilateral interests.

BHC staff rely on the Post Security Manager – with close support from the FCDO Regional Security Advisor based in Singapore – to ensure high standards of security and that FCDO procedures are correctly followed. This includes advising on the security context, liaising with our contracted guard force and the Royal Malaysia Police, managing health and safety and fire safety processes, and dealing professionally with emerging issues as they occur.

This role would suit a dedicated security professional with either government or commercial experience. It provides an opportunity to develop skills about diplomatic work, physical and personnel security, health and safety and stakeholder management, among other things. The BHC and the FCDO supports flexible working and provide a strong L&D offer to support future career development.

Roles and responsibilities / what will the jobholder be expected to achieve?:

Security (60%)

Achieve high standards of physical security at the mission and residence:

• Oversee the contracted guard force, ensuring high standards in guarding and management of guarding contract
• Oversight of physical and technical security measures at the British High Commission offices, the High Commissioner’s residence, and UK-based accommodation.
• Management of British High Commission communication and security equipment
  
  

Maintain confidence in personnel security at the mission, and advise staff and families on keeping safe and secure:

• Lead on security clearances for new country based staff members
• Delivering security inductions and briefings for staff
• Provide advice and updates on the security and threat picture in Malaysia.
  
  

Ensure secure events and visits as part of the High Commission’s diplomatic activity:

• Lead on security for all VIP visits to Malaysia, with support from the Regional Security Advisor
• Ensure risk assessments are completed for British High Commission events, and manage security risks where appropriate in liaison with stakeholders
  
  

Lead on security aspects of the High Commission’s Crisis preparedness:

• Regular liaison with Royal Malaysian Police and other friendly missions
• Lead on the security aspects of the British High Commission’s Crisis Response Plan
  
  

Build Security Awareness And Culture At Post

• Maintain post security regulations, in line with FCDO guidance and ensure compliance by all staff
• Work closely with the Regional Security Advisor to ensure any security recommendations are implemented as appropriate
  
  

Fire Safety (10%)

• Act as Fire Safety Manager for the British High Commission, including ensuring emergency evacuation plans are up to date, and that all staff are aware of what to do in the event of a fire.
• Develop Personal Emergency Evacuation plans when required
• Work with our FM provider, JLL, to ensure that all recommendations in relevant Fire Risk Assessments have been implemented
  
  

Health and Safety (30%)

• Formally act as the British High Commission H&S coordinator, working with the H&S Committee to develop, implement and maintain a health and safety strategy
• Provide health and safety advice to senior management
• Identify and report on any hazards, risks. Lodge formal reports for all H&S incidents and Near Misses on the FCDO reporting system, Evotix
• Induct all new staff on health and safety issues
• Ensure first aid provisions are sufficient and in date, and that there are sufficient First Aid trained personnel.
• Work with our FM provider, JLL, to ensure that all identified H&S risks are being addressed
