JOB PURPOSE

The Officer, PMO & Membership Engagement will be responsible in supporting the project management office function, especially the In-Country Implementation (ICI) service to ensure efficient and effective delivery, monitoring and reporting on the ICI projects portfolio. The ICI service includes provision of grants and technical support to AFI member institutions to advance financial inclusion policies and initiatives in their jurisdictions. The position is the focal point for tracking, monitoring, and reporting on all ICI projects in pipeline, proposal and implementation.

ACCOUNTABILITIES / KEY RESPONSIBILITIES

ICI Pipeline Management

  1. Maintain an updated ICI Pipeline tracker (demand and supply) in coordination with Regional Managers and project managers.
  2. Record ICI applications and expressions of interest in the ICI Registry based on communication from Regional Managers (Applications stage).
  3. Assist Head, PMO & Membership Engagement (PME) in assigning budgets and technical leads for ICIs.
  4. Participate in ICI portfolio review meetings and present updated ICI Pipeline tracker.

ICI Reviews

  1. Lead on assessment of ICI proposals (Assessment stage) and forward proposals to Head, PME for review and recommendation (Recommendation stage).
  2. Ensure ICI proposals are complete and adhere to the approved ICI Policy and Standard Operating Procedures (SOPs).
  3. Process ICI modifications in line with ICI Policy and SOPs.
  4. Complete the required documentation and submit full proposal documents to Head, PME for review and onward processing.
  5. Ensure an updated ICI Registry, including guidance to Regional Managers and other AFI staff on the ICI process and Registry operations.

ICI Portfolio Monitoring & Reporting

  1. Monitor and track ICI projects portfolio in coordination with the Project Managers.
  2. Maintain the ICI Dashboard which provides an up-to-date assessment on progress and risks for all ICIs in implementation.
  3. Participate in internal ICI review meetings to provide updates on ICIs in implementation and contribute to risk mitigation approaches where needed.

ICI Process Support

  1. Maintain updates forms, templates and SOP documents.
  2. Provide the templates and forms to relevant staff members and ensure correct forms and templates are used
  3. Provide guidance and clarification on SOPs to staff to ensure ICI Policy and SOPs are applied in a consistent manner.

ICI Lighthouse

  1. Manage the ICI Lighthouse initiative, including identification of Lighthouse ICI projects based on the set criteria.
  2. Draft project summaries and liaise with the Communications team to update and maintain the ICI Lighthouse webpage.

Performs other related duties as required by the Head, PME. This will include supporting functions of the Project Management Office and Corporate Planning.

QUALIFICATIONS & EXPERIENCE REQUIRED

  • Bachelor's degree in social science such as economics, business administration, international relations, development studies or related fields.
  • Minimum 2 years of experience in grants management and/or project management in the non-profit or public sector.
  • Work experience in the member-based/international organizations will be an advantage.

COMPETENCIES / SKILLS

  • Grants management skills, particularly in managing grants to non-profit organizations or public sector organizations.
  • Strong project management skills, including workplan development, budget monitoring and progress reporting
  • Good excel skills, with ability to produce graphs, manage and organize data and produce meaningful analytical reports
  • Proficiency in oral and written English language and a second language proficiency preferred (Spanish/French).
  • Proactive and independent.
  • High attention to detail and well organized.
  • Multi-tasking skills to manage various assignments simultaneously.
  • Good interpersonal skills and emotional intelligence to work collaboratively across different teams.
  • Adaptability to work in a highly diverse and multi-cultural setting.
