JOB SUMMARY

  • Conduct in-depth research and analysis using primary and secondary data to support strategic initiatives aimed at improving the EPF Scheme, products, and services as well as enhancing the wellbeing of millions of EPF members and Malaysians.
  • Harness diverse data and information sources to generate actionable insights, translating evidence into forward-thinking policy and strategic recommendations.
  • Collaborate with EPF internal departments, ministries, government agencies, research institutions, and private entities to drive continuous improvement of the EPF Scheme and the implementation of evidence-based policies and interventions that meet the evolving needs of the target population.
  • Serve as a Subject Matter Expert (SME) by providing in-depth insights into the impact of EPF policies and interventions, guiding both internal and external stakeholders toward data-driven decisions.
  • Coordinate and streamline team operations to ensure the smooth execution of key projects, contributing to EPF’s success and the wellbeing of its members.

JOB RESPONSIBILITIES

PRIMARY ROLE

Data Management and Analysis

  • Conduct advanced data analysis to transform complex datasets into meaningful insights for policy-making and strategic decisions:
  1. Design and execute data collection initiatives across diverse platforms;
  2. Engineer and structure complex data to reveal compelling trends, correlations, and insights;
  3. Identify strengths and gaps in existing policies and strategies through global and regional comparative analyses; and
  4. Deliver thorough, accurate, and deeply informative analysis that drives impactful results.
  • Plan and implement surveys among EPF members and the broader Malaysian population to gather evidence for needs and impact assessments.
  • Apply state-of-the-art statistical methods, data modelling techniques, and forecasting methodologies to deliver precise, data-driven recommendations.
  • Effectively communicate complex insights through detailed reports and engaging data visualisations that resonate with diverse audiences.

Research and Policy Analysis

  • Conduct in-depth research that encompasses comprehensive data collection and evidence gathering across a diverse range of policy and strategic domains aligned with the EPF’s objectives.
  • Perform advanced data analysis to uncover intricate trends, assess the impact of existing policies/strategies, and recommend evidence-based enhancements.
  • Translate empirically grounded insights into actionable policies and strategies that drive positive and transformative changes for the EPF and its members, as well as the boarder Malaysian population.
  • Prepare and present research findings and recommendations to the EPF Board, Management, and relevant internal and external stakeholders to guide strategic decision-making.
  • Prepare research reports, white papers, policy briefs, and strategic plans to disseminate research findings and relevant recommendations, advocating for evidence-based policy enhancements and strategic interventions.
  • Provide high-quality evidence synthesis and simulation analyses for the purpose of presentation to policymakers, senior government officials, employers or employee associations, and other stakeholders.

Stakeholder Engagement

  • Collaborate with policymakers to ensure that policy proposals are practical, actionable, and aligned with the strategic goals of the EPF and the Government.
  • Lead and coordinate engagement and advocacy sessions, workshops, and meetings with relevant stakeholders, such as government ministries and agencies, non-governmental organisations, research institutions, and private entities, in relation to proposals for improving the EPF scheme, products, and services as well as other relevant policies and interventions.
  • Work closely with the Senior Management to identify and develop data-driven and evidence-based strategic initiatives for the improvement of the EPF Scheme, products, and services.

SECONDARY ROLE

  • Collaborate and provide support to other units/sections/departments in research and data analysis on social protection and retirement wellbeing as well as projects or activities to ensure optimal work quality.
  • Assist in reviewing draft documents prepared by team members and coordinating workflows for smooth project execution.
  • Coordinate team activities, ensuring orderly and timely data collection, analysis, and reporting.
  • Ensure the smooth implementation of departmental administrative tasks, including business continuity planning, risk management, operations manual, department scorecard, department budget, manpower management, knowledge sharing, department business plan, inventory and disposal, procurement activities, morale programme, office security, and ICT.
  • Execute additional tasks as assigned by Management.

REQUIREMENTS

  • A Bachelor’s Degree in Data Science, Research, Economics, Management, Finance, Mathematics, Statistics, Engineering, Public Policy, Law, or equivalent qualifications recognised by the Government from any local or overseas higher learning institutions; Master’s or Doctorate is an added advantage.
  • Minimum 7 years of solid professional experience in research and data science
  • Strong research, data analysis, and scientific writing skills
  • Proficiency in data analysis and visualisation tools (e.g., R, Python)
  • Proven critical thinking and problem-solving skills
  • Excellent communication, negotiation, and stakeholder management skills
  • Strong written and presentation skills
  • Team player with a proactive, can-do attitude
  • Demonstrated ability to multitask and work under pressure in a dynamic, fast-paced environment
  • Passionate, resourceful, and self-driven
  • Malaysian citizen
  • Pass Malay Language including oral test at Sijil Pelajaran Malaysia (SPM) level or equivalent as recognised by the Malaysian Government
