Job Summary

Manage the registration of certifying agencies and monitor the implementation of certification programmes for proficiencies in the designated skill areas under the Communications and Multimedia (Technical Standards) Regulations 2000 to ensure effective oversight of certifying agencies and provision of skilled workforce to the industry.

Job Responsibilities

  1. Develop and review the requirements and criteria for the registration of certifying agencies for proficiency to ensure it is in line with the regulations.
  2. Evaluate and recommend on the applications for the registration of certifying agencies for proficiency to ensure compliance to the established requirements and criteria.
  3. Conduct periodic monitoring audit of registered certifying agencies to ensure the certification programmes are implemented according to the established requirements.
  4. Review the certifying agency's management of competency to ensure it has the technical capabilities and necessary knowledge, skill and expertise to carry on and operates as a certifying agency for proficiency.
  5. Evaluate whether the certifying agency's programme has evidence of compliance control, quality assurance requirements, procedures to review and re-establish certification status as well as recording and reporting systems in order to fulfil the regulatory requirements.
  6. Assess the suitability of certification curriculum and syllabus to ensure they are up to date, effective in meeting the regulatory objectives and in line with the needs of the industry.
  7. Develop and maintain centralised database and registry systems for certified proficient persons to ensure compliance to the regulations (ORAE, SEMS, RECPRO, TSS)
  8. Liaise with relevant stakeholders such as MCMC Academy, Jabatan Pembangunan Kemahiran and radio amateur clubs to promote skill development among industry workers.
  9. Manage and monitor the implementation of Radio Amateur Examination for the certification of proficiency under Class A, B.

Qualification and Work Experience

  1. Candidate must possess a Bachelor's Degree in Electrical / Electronic / Telecommunication / Computer Engineering or any equivalent from a recognized university.
  2. An experience of at least 6 years of relevant working experience in the communications & multimedia industry.
  3. Clear understanding of the regulatory framework under the CMA 1998 and its subsidiary legislations.
