Job Overview:

  • Responsible to manage AOP OPEX utilisation for 3rd Party Leasing & CWO
  • Responsible for managing 3rd Party Leasing requirements & liaison with domestic and international partners for price sourcing
  • Responsible for 3rd party service ordering, Master Service Agreement (MSA), contract renewal and termination
  • Responsible for 3rd party invoice processing, verification and approval
  • Responsible for Customer Work Order (CWO) resources, cost and project deliverables
  • Responsible for managing 3rd party price negotiation, circuit/service consolidation and migration to own network for OPEX saving.
  • Responsible for managing Point of Interconnect (POI) requirements with other license operators (OLO)
  • Responsible for managing circuits activation/deactivation for sub-sea cable (SMW3 & APCN2)

Work-Life:

1. 3rd Party Leasing

  • Manage T2Q for 3rd party costing requirements
  • Liaise with Domestic and International partners for price sourcing and quotation
  • Finalize the quoted price for Management approval
  • Manage the ordering and work with the SD team for service delivery and activation
  • Manage invoice verification and payment for 3rd party leasing
  • Manage the 3rd party service cancellation/termination, upgrading or renewal
  • Manage price negotiation (new and renewal)
  • Manage & monitor the AOP OPEX allocation and utilization
  • Produce a report in a timely manner and per management expectation

2. CWO

  • Manage contractor assignment and work delivery for Customer Work Order (CWO) internal cabling based on SO basis for all regions.
  • Manage contractor assignment and work delivery for Customer Work Order (CWO) assurance internal cabling based on Trouble Ticket issue by SOC.
  • Issuance of Customer Work Order (CWO) Purchase Requisition (PR) for internal activation cabling and internal assurance cabling.
  • Issuance of materials to Contractor, processing claims and managing variation orders.
  • Reporting contractor performance evaluation to Vendor management (Procurement)
  • Managing Customer Work Order (CWO) budget utilization for labour and activation materials (CPE) for all regions.

3. Point of Interconnect

  • Manage interconnect matter, i.e. establishment of new POI, circuit upgrading and downgrading & analysis of POI capacity utilization with Domestic Telcos.
  • Manage invoice payment verification
  • Manage AOP budget allocation/utilization
  • Handles technical matters for Interconnect during new or revised Mandatory Std Access Pricing (MSAP) introduced by MCMC

4. International submarine Sea-Me-We 3 (SMW3)/Asia Pac Cable Network 2 (APCN2)

  • Manage circuit activation/deactivation on international submarines for customer
  • Manage invoice verification & payment

Requirements:

  • Candidate with a Bachelor's Degree in Telecommunications Engineering, Electrical/Electronic Engineering OR any Engineering Discipline
  • Sound knowledge of telecommunication business processes and can initiate, coordinate, administrate and negotiate with domestic & international partner
  • Fair knowledge of the national and international telecommunications environment
  • At least three (3) years experience in a telecommunications company
  • Ability to work effectively with personnel at all levels
