Job Summary
The Deputy Director of the Postal Strategy Planning Department shall be responsible for managing the planning and implementation of the postal sector reform framework and strategy to ensure that targets and programs are achieved in line with national aspirations towards promoting a postal sector that is progressive, competitive and resilient.

Job Responsibilities:

1. Establish postal sector reform framework and implementation strategy to drive industry development.

2. Manage and monitor the implementation of the postal sector reform framework to ensure that strategic projects and initiatives are executed efficiently and effectively, in accordance with established targets and timelines.

3. Lead gap analysis to ascertain the postal sector development needs and propose appropriate measures and initiatives to be implemented to ensure effective implementation of the postal sector reform strategy.

4. Identify risks and challenges and provide solutions for any impediments in the postal sector reform implementation.

5. Provide technical and expert postal sector advice and input to stakeholders, agencies, and international counterparts regarding postal sector development and emerging issues.

6. Manage the sector's annual work plan and review various reports for submission to management.

7. Inspect and review all write-ups and reports by the team to ensure accuracy before submission to management.

8. Represent and participate in meetings, conferences, and international forums, engaging with industry groups and stakeholders, and sharing best practices and insights on domestic postal sector development initiatives.

Qualification & Work Experience

1. Bachelor's degree in Public Policy, Economics, Regulatory Affairs, or Law; advanced degree preferred.
2. Minimum 7-10 years in postal/telecommunications industry with proven leadership experience.

Technical Competencies/Skills

The Deputy Director must possess a comprehensive understanding of relevant regulations and industry practices, strong analytical abilities, and proficiency in project management tools, along with exceptional presentation and writing skills.

Behavioral Competencies/Skills

The Deputy Director should excel in problem-solving, maintain high ethical standards, adapt to change, and effectively collaborate with others, while focusing on achieving goals and positively influencing stakeholders.

Candidate must be willing to work in Cyberjaya.
