Job Summary

Support the Head of Department in the execution and implementation of action plans and engagements on ASEAN and bilateral strategies, consultations, advocacy and relations to ensure systematic and effective coordination between the Commission and stakeholders/partners in the implementation of the Commission's policy development and regulatory mandates, including promoting the interests of the Malaysian communications and multimedia market in trade-related fora based on international strategies/policies adopted by the Commission.

Key Accountability

ASEAN and Bilateral Affairs

  • Develop and implement action plans for Malaysia's participation in ASEAN and bilateral engagements to promote the country's interests in the communications and multimedia market in line with the MCMC's international position. This includes representing Malaysia's proposals, positions, and interests at relevant meetings and engagements under the direction of the Head of Department to achieve favourable outcomes for the country
  • Prepare inputs on the potential impact of ASEAN and bilateral decisions/outcomes on the Malaysian communications and multimedia market and ensure alignment with MCMC/Malaysia's preferred positions. This includes co-strategizing with internal and external stakeholders to identify opportunities and risks and formulate action plans.

Policy Development and Advocacy

  • Build relationships with relevant international and regional organisations, formulate and advocate national and organisational positions at the international level through proposals, contributions, projects, etc., especially in relation to ASEAN, under the guidance of the Head of Department.
  • Keep abreast of local and international developments to identify, assess, and analyse potential opportunities and threats to trade, economic, and postal services in Malaysia. Prepare policy briefings, recommendations, mitigation strategies, and mitigation plans for review by the Head of the Department.
  • Provide the Head of the Department and relevant internal stakeholders with information on the global ASEAN landscape and bilateral issues. This includes stakeholders within the MCMC, Ministry, and Government.
  • Provide ongoing strategic support to line departments in achieving programmatic objectives (e.g. addressing social norms and behaviours, social mobilisation, demand creation through engagement methods, etc.).

Strategic partnership cooperation and coordination

  • Coordinate ASEAN and bilateral relations and interactions between the organisation and foreign stakeholders by identifying opportunities for collaboration, fostering partnerships and addressing issues while overseeing and monitoring the Commission's involvement in bilateral affairs or ASEAN issues through user departments to ensure active participation, tracking of progress and necessary arrangements under the supervision of the Head of Department.
  • Coordinate, plan, and monitor ASEAN and bilateral projects/events and stakeholder engagement to achieve the Commission's objectives under the direction of the Head of Department, liaising with internal teams in planning, implementing change, problem-solving, decision making, and consensus building.
  • Collaborate with regional/international organisations and external partners to align strategy and drive implementation of ASEAN and bilateral issues under the direction of the Head of Department while advising internal teams to ensure programmatic and operational decisions are aligned with the Commission's interests. In addition, facilitates tasks, liaises, and maintains working relationships with stakeholders such as industry groups, ministries, agencies, embassies, regulators, and international organisations related to ASEAN and bilateral issues.
  • Develop campaigns, materials, and activities at the Commission level and in line with national, regional, and global priorities to support Malaysia's and the Ministry's programmatic and advocacy objectives and strategies. In doing so, ensure regular communication and coordination with relevant communication focal points in the Ministry, particularly on key advocacy initiatives related to global advocacy priorities.

Qualification

  • Bachelor's degree and professional qualification in any discipline
  • At least 8 years of professional experience in the communications and multimedia industry/regulatory body.
  • High level of confidence in using MS Excel, Word and PowerPoint
  • In-depth knowledge of the Malaysian Communications and Multimedia Act 1998 (MCMCA 1998) and the Communications and Multimedia Act (CMA 1998).
  • Thorough knowledge of the Commission's job functions and segregation of labour between internal departments to ensure smooth coordination.
  • Familiarity with basic research methods and reporting techniques.
  • In-depth knowledge of the Malaysian communications and multimedia regulatory framework, industry, and market.
  • A clear understanding of Malaysian communications and multimedia policies and plans overall and the ability to translate these into clear strategies, proposals, and papers for international engagements.
  • A good understanding of new developments in the communications and multimedia industry and international market, the ability to analyse these, and the ability to advise senior management where necessary.
