Primary responsibility

End-to-end management of the regulatory compliance process which includes but not limited to:

Reviewing regulations and/or monitoring regulatory changes, to develop business-focused regulatory compliance strategies.

Developing, implementing, tracking, and enforcing policies and procedures to ensure the organisation's compliance with industry and government regulations.

Conduct audits / risk assessments to identify areas where the company might be vulnerable to non-compliance.

Monitor licenses and manage controls to ensure compliance with licensing agreements and regulations.

Working closely with regulators and relevant departments in the company to ensure compliance.

Secondary responsibility

As the role reports to the External Affairs and Sustainability leader, support may also be required for:

Brand management

Internal and external communications

Government and media relations

Digital and social media management

Community relations

Event management

Strategy/planning and execution, which includes content development

ESG governance, implementation, compliance and reporting

Departmental budget, contract and performance management, with a focus on safety, continuous improvement, efficiency, productivity, and cost optimization.

MAIN RESPONSIBILITIES

General (internal and/or external, local and/or regional)

Plan and develop strategies that comply with corporate guidelines and support business objectives.

Policy, and/or procedure development and management.

Ensure compliance with internal policies, relevant laws, as well as the accuracy, reliability and timeliness of data used by management for decision making.

Performance management; includes but not limited to monitoring, analysis/evaluation, and reporting.

Brand custodian for all institutional materials and publications.

Business partner to internal clients (i.e., department management)

Departmental budget, contract and performance management, with a focus on safety, continuous improvement, efficiency, productivity, and cost optimization.

Undertake ad-hoc projects/assignments as and when required by management.

Regulatory Compliance internal and/or external, local and/or regional)

Review regulations and/or monitor regulatory changes, this includes analysis, interpreting and evaluation of laws, rules, internal policies, procedures, and guidance documents.

Develop, implement, track, and enforce policies and procedures that are relevant to regulatory compliance to ensure the organisation's compliance with industry and government regulations as well as governance best practices.

Review process-specific draft compliance documentation for quality and provide comments or recommended edits for the application to advance the approval.

Perform impact studies to assess whether the organisation is operating in compliance with licensing agreements and regulations.

Participate, or in various situations, lead audit and fact-finding processes to identify gaps and areas of improvements in regulatory compliance areas.

Assist in completing the required relicensing assessments and processes.

Develop and perform educational programs / coaching to enhance awareness and understanding on regulatory compliance within the Department and for the organization.

Develop and enhance business-focused regulatory compliance strategies, which may include operational changes and remediation techniques.

Documenting compliance-related processes and maintaining records.

Oversee all outgoing communications to regulators and suggest amendments, to prevent exposure to regulatory risk and quality standardization.

Develop, maintain and improve Vale in Malaysia’s relationships with regulators, government authorities and enforcement agencies.

Work with the Sustainability area to ensure the regulatory compliance portion in the Governance aspect of Vale in Malaysia’s ESG framework is updated, optimally developed, and adhered to.

External Affairs and Sustainability (internal and/or external, local and/or regional)

Implement industry standard methodologies, processes, and tools to ensure consistency in institutional, government relations and ESG practices across different geographies, this includes procedures to identify and manage business risks.

Analyse, build robust strategies, and strengthen Vale´s relationships with relevant government agencies, associations, private entities, think-tanks and/or other stakeholders.

Analyse, build robust strategies, and manage socio-political challenges/risks with a vision to improve market access, preserve assets and license to operate, and negate/reduce loss/impact.

Engage regularly with external stakeholders and/or intelligence providers to keep abreast of socio-political and/or regulatory changes that could affect the company, and keep management updated.

Protect Vale´s image and interests by coordinating working groups with different areas of the company to promote an integrated approach to the resolution of critical issues and their engagement needs.

Analyse and prepare proposals on key issues to support the decision-making process.

Develop briefing notes, talking points/scripts, presentations, and position papers to help ensure a strategic and coherent engagement with stakeholders.

Prepare meeting minutes and update engagement plans for proper management of engagement activities and critical issues.

Support/coordinate all bilateral / multilateral corporate relationships as well as partnerships.

Lead and/or provide coordination support for institutional visits / engagements.

Implement and monitor compliance of corporate ESG reporting (i.e., GRI).

QUALIFICATIONS

Bachelor’s Degree in either Business, Law or Legal Management.

Accreditation in regulatory and compliance assurance, and/or risk management will be advantageous.

8-10 years working experience in regulatory and compliance assurance, with extensive knowledge in marine or industrial regulations and governing laws.

Possesses at least 3 years’ experience in government relations and stakeholder management.

Proficiency in Microsoft Office and compliance management tools, with proven ability to develop highly effective PowerPoint presentations for senior leaders/management.

Solid understanding of Malaysia’s evolving political and regulatory landscapes. Deep understanding of Perak’s political and local landscapes is highly advantageous.

Exceptional analytical, critical thinking, investigative, problem-solving and organizational skills.

Excellent proficiency and writing skills in English and Bahasa Malaysia a prerequisite. Proficiency in other languages an added advantage.

Result-driven and able to work under pressure when faced with multiple tight deadlines.

Willingness to travel regularly to (if not based in) Manjung, Perak; at least twice monthly
