About Project KALIS

The learning loss of the COVID-19 Pandemic has had a significant impact for student learning especially in the area of foundational literacy and numeracy. The Programme for International Student Assessment (PISA) 2022 results reported that 40% of Malaysian 15-year olds do not meet international standards in reading, mathematics and sciences. In the same report, Malaysia also ranked top 5 in experiencing the biggest decline in PISA Scores globally. Furthermore, SPM attendance rates have also dropped at an alarming rate with over 10,000 students being registered but not showing up for their exams.

The Malaysian government has tasked a project team within the Ministry of Finance in collaboration with the Ministry of Education and Yayasan Hasanah to lead a nationwide initiative aimed at tackling learning recovery issued particularly in the area of foundational literacy and numeracy at a primary school level as well as improving SPM passing rates through working with various public universities, civil society organisations (CSO), and private educationally invested organisations.

Teach for Malaysia is one the many Civil society organisations identified to be involved and deliver a solution towards addressing the issue of learning recovery and foundational literacy and numeracy across the country. Project KALIS is an 18 month programme aimed at developing and utilising high quality toolkits, enhancing the capacity of teachers as well as engaging the broader community in supporting the mastery of foundational literacy and numeracy skills among primary school students.

MISSION FOR THE ROLE

The Training Specialist and MEL Senior Associate for the KALIS project is dedicated to enhancing educational outcomes by empowering teachers through impactful training and dynamic Professional Learning Communities (PLCs). This role is central to driving continuous improvement within the project, ensuring that every training session is relevant, effective, and aligned with the needs of students, teachers, and funders.

With a dual focus on training delivery and data analysis, this position supports informed decision-making and transparent reporting to key stakeholders, ultimately enhancing the impact of Project KALIS. Collaborating closely with the Design and Training Manager and the MEL Manager, the Training Specialist and MEL Senior Associate will ensure effective implementation and ongoing adaptation of the KALIS project to meet the evolving needs of teachers and students.

KEY MEASURES OF SUCCESS

  • PLC and Training Content Satisfaction: At least 80% of teachers report that the content is relevant to their needs and express satisfaction with the training provided.
  • Participants' Content Mastery and Confidence: 80% of teachers demonstrate mastery of the objectives stated in every session and express confidence in applying the knowledge or skills in the classroom.
  • Facilitation Skills: Assess the facilitation skills that enhance content satisfaction and contribute to achieving learning objectives.
  • Participants' Development Targets: Collaborate with Leadership Development Officers to ensure teachers have sufficient support to achieve their leadership development targets.
  • KEY DUTIES AND RESPONSIBILITIES

    Design and Training Responsibilities:

  • Support Training Delivery: Collaborate with the Design and Training Manager to deliver high-quality training sessions and PLCs for teachers, aligned with the KALIS Cicir curriculum and adult learning framework.
  • Facilitate Sessions: Conduct in-person and virtual training sessions throughout the KALIS Cicir program, ensuring alignment with the curriculum and program objectives.
  • Training Content Enhancement: Continuously improve training content based on participant feedback and emerging best practices.
  • Collaboration: Work closely with Leadership Development Officers, MEL Managers, alumni facilitators, and external stakeholders to provide comprehensive development support for participants.
  • Monitoring, Evaluation, and Learning (MEL):

  • Data Collection and Analysis: Assist the MEL Manager in the collection, organisation, and analysis of student and teacher data, ensuring accuracy and reliability to support KALIS project objectives.
  • Measurement and Reporting: Support the MEL Manager in defining and refining key metrics for programmatic and impact data related to Project KALIS. Ensure consistent reporting to stakeholders.
  • Ongoing Program Evaluation: Conduct continuous analysis of both existing and new programmatic and impact data to produce actionable insights and recommendations that enhance project effectiveness.
  • Integrity of Data: Safeguard the integrity of all shared data, ensuring it meets high standards of credibility and is presented transparently in reports for stakeholders.

  • Must be able to travel independently and work on weekends or outside regular hours as needed.

  • Analytical and Problem-Solving Skills:

  • Language & Technological Proficiency

  • Language Proficiency: Strong written and verbal communication skills in Bahasa Malaysia, with good proficiency in English.
  • Technological Adaptability: Proficiency in digital tools and platforms relevant to curriculum design, training delivery, and project management (e.g., Google Suites, Zoom).

  • Previous Experience

  • Preferred: A minimum of 3 years experience in education, ideally including designing and facilitating training for teachers and experience in evaluation and learning loops as well as impact assessments.
  • Minimum Qualification: A Bachelor’s Degree in a relevant field such as monitoring and evaluation, statistics, social sciences, international development, or other related disciplines.
