Responsibilities
Pre-Contract Management
- Collaborate in the preparation, review, and negotiation of initial contract terms with clients and subcontractors, ensuring favorable and compliant agreements.
- Conduct thorough reviews of tender documents, construction plans, and quantity requirements to identify potential risks and cost-saving opportunities.
- Prepare Letters of Award (LOA), CIDB certifications, insurance documentation, and bank guarantees.
Post-Contract Management
- Oversee the preparation and submission of Interim Claims and Payment (ICP) submissions, manage progress claims, and ensure timely payments to contractors.
- Finalize project accounts and work orders with contractors and clients, maintaining accurate and comprehensive records.
- Process Variation Orders (VOs), ensuring cost control and project alignment with budgetary requirements.
- Monitor and update claim and payment processing, managing the flow of invoices and collections to support project cash flow.
Contract Compliance & Documentation
- Prepare and verify management papers for contract appointments, and oversee pool contractor selection, ensuring adherence to Delegation of Authority Limits (DAL) and company policies.
- Check and verify purchase requisition forms from Project Managers to ensure compliance with project requirements and budget constraints.
- Summarize key data for management meetings and reporting, providing clear and accurate insights on contract status and performance.
Financial Tracking & Cost Control
- Scrutinize maintenance, material, and project costs to confirm efficient budget utilization.
- Consolidate and analyze data from Routine Maintenance Units (RMU) for improved decision-making and cost management.
Stakeholder Communication & Liaison
- Act as the primary liaison with clients for billing, collection, and payment issues, ensuring positive client relations and timely cash flow.
- Coordinate closely with site managers, contractors, and subcontractors to ensure alignment with project objectives.
Requirements
- Bachelor’s degree in Quantity Surveying, Civil Engineering, Business Administration, or related field.
- Minimum 7 years of experience in contract management, preferably within the infrastructure or construction industry.
- Demonstrated expertise in both pre- and post-contract processes, including tendering, negotiation, contract setup, claims management, and final account settlement.
