Job Descriptions:
We seek a visionary leader to oversee the Mission Administration, Policy, and Compliance department, ensuring our satellite operations comply with both national and international regulatory standards. The Head will play a critical role in managing ITU filings, ensuring spectrum compliance, and fostering relationships with regulatory bodies.
Job Requirements:
• Engineering Bachelor Degree or higher in Aerospace, Electrical, Electronic, Mechanical, Communication/RF, Computer, Mechatronic, Software or related fields.
• Proven experience in space industry regulations, RF spectrum planning and satellite projects.
• Proven experience in managing satellite regulatory affairs and ITU Radio Regulations.
• Strong knowledge of RF spectrum planning, orbital mechanics, and interference analysis.
• Leadership experience in coordinating with national and international regulatory bodies (e.g., ITU, MCMC).
• Proficiency in tools like STK for mission analysis and frequency coordination strategies.
• Strong communication and project management skills, with the ability to work on multidisciplinary projects.
• Experience in non-geostationary satellite systems, ITU software, regulatory/licensing processes.
• Strong knowledge of orbital mechanics and interference analysis between satellite systems.
• Ability to work independently or in a team, with good time management.
• Advanced MS Office skills and proven relevant work experience (preferred).
• Registered Engineer with Board of Engineers Malaysia (BEM) (preferred).
Job Responsibilities:
• Lead the Mission Administration, Policy, and Compliance team, defining and executing the strategy for regulatory and compliance matters related to Angkasa-X's satellite networks.
• Oversee ITU satellite network filings, ensuring compliance with Radio Regulations, and manage coordination strategies to safeguard spectrum and orbital rights. Provide leadership in frequency coordination discussions, mitigating interference risks, and negotiating coordination agreements with international stakeholders.
• Ensure adherence to ITU Radio Regulations, national licensing requirements (e.g., MCMC), and industry standards. Support the acquisition and renewal of essential licenses (e.g., NSP, NFP) and permits for satellite operations and communication equipment importation.
• Develop and implement internal policies and procedures related to satellite mission administration and compliance. Lead internal audits and compliance reviews to ensure conformity with regulatory frameworks.
• Collaborate with internal departments, external regulatory agencies, and governmental bodies to maintain strong working relationships and advocate for Angkasa-X's interests in regulatory discussions.
• Identify potential risks related to RF spectrum and satellite operations and devise strategies to mitigate those risks through compliance checks and coordination agreements.
• Stay updated on global changes in regulatory requirements, ITU regulations, and industry standards, ensuring that Angkasa-X remains compliant and competitive in the evolving satellite and telecommunications landscape.
