Provide comprehensive HSE support across all production, maintenance, project, and turnaround activities at SMDS. Lead and champion safety initiatives, fostering a culture of trust and collaboration with Production, Maintenance, and Contractor-Partner teams to achieve exceptional safety performance.

What's the role?

  • Provide specialist expertise, support and leadership for effective implementation of HSE management system and critical safety Processes.
  • Conduct regular assurance activities on critical safety procedures and procedures governing critical activities e.g Permit to Work, Heavy Lifting, Confined Space Entry through process efficiency reviews and site verification activities.
  • Support Contractor HSE Management Team for verification of project contractors HSSE management processes during pre and post award e.g. Pre-Qualifications and HSSE Assessments.
  • Support quality Incident Management: Incident reporting, classification, investigation & closeout assurance.
  • Develop and manage an effective onboarding process for Shell staff, contractor-partners and visitors to enable the acquisition of security badges or activation thereof once the required HSSE general competencies are demonstrated. This includes delivering the Site Safety Inductions or onboarding programs.
  • Provides oversight of the action tracking system (e.g. SONAR, SPHERA) to ensure that key actions are acted upon and managed through to completion.
  • Arrange communication for significant changes to safety related documentation and processes. Prepares and presents approved safety messages to various audiences.
  • Support delivery of HSE initiatives including Process Safety Fundamentals, DROPS, Hand Injury Prevention, Front Line Work Execution, Start Work Checks
  • Ensure all HSSE competence requirements are well defined and effectively embedded into up-to-date controlled documents and monitor changing requirements keeping stakeholder well informed of potential impact and documenting required actions.
  • Supports culture change through behavioral safety initiatives (e.g. Safety Refresh, Goal Zero Walks) to modify undesired cultural behaviors.
  • Collaborate with Technical Safety Team for assessments (HAZIDs, HAZOPS, LOPA e.g.) and inspections.
  • Provide subject matter expertise for Industrial Hygiene and Chemical handling requirements for the site.


Key Challenges

  • Communicate effectively within various levels of the organization including Contractor-Partners Maintain excellent relations with a wide range of internal and external stakeholders, including.
  • Management, Staff, Contractors and Government Authorities while demonstrating the ability to find improvement opportunities in HSSE performance of the site.


What do we need from you?

  • Recognized degree or higher qualification in a related field.
  • Registered Safety and Health Officer (SHO) as per DOSH requirements (green book holder)
  • Working experience in the Oil & Gas or Manufacturing industry
  • Full understanding of HSSE Management Systems implementation and other minimum standards
  • Working knowledge of ISO 45001 & ISO 14001
  • Certified internal auditor is preferable.
