Summary

  • Pre-qualification and HSE Training: Ensure all contractors are pre-qualified and receive HSE induction and training on site-specific risks and safety procedures.
  • Tender Document Compliance: Ensure the tender document is complete and meets the HSE requirements outlined. If any HSE aspects are not met, develop an action plan to address deficiencies and ensure compliance with tender/client requirements.
  • Incident Reporting and Corrective Actions: Ensure all incidents are reported and investigated, with corrective actions implemented to prevent future occurrences.

Responsibilities

  1. Establish and update safety manuals, procedures, and work instructions related to SHE.
  2. Support planning and implementation of hazard control programs, including manuals and procedures for third-party contractors.
  3. Manage contractor briefings and approve Permit-to-Work (PTW) before work commences.
  4. Provide SHES input to the Sales Department for tender documents.
  5. Attend monthly client meetings to support KNGL business operations.
  6. Outline internal and external SHE training programs across all sites to ensure continuous learning.
  7. Conduct regular training / toolbox meeting with sub-contractor to enhance contrctor commitment to SHES practices.
  8. Inspect site to ensure compliance with OSHA 1994 and EQA 1974 by identifying and managing safety and environmental hazards.
  9. Coordinate Safety Committee meetings and Workplace Inspections periodically at Head Office and branches.
  10. Assist in reviewing and updating Hazard Identification, Risk Assessment, and Determining Control (HIRADC).
  11. Arrange Unannounced Drug Tests (UDAT) across branches or as required by clients.
  12. Promote SHE culture through initiatives like "SHE Take 5."
  13. Compile, analyze, and interpret accident and injury statistics and provide recommendations for improvement.
  14. Monitor SHE-related incidents and present risk mitigation measures during Post Mortem meetings.\
  15. Prepare official investigation reports for top management and clients after accidents.
  16. Perform SHE internal and external audits and address Non-Conformance Reports.
  17. Maintain ISO 45001:2018 compliance through management reviews, audits, and training.
  18. Liaise with regulatory bodies like DOSH, NIOSH, DOE, and Fire Department to ensure compliance and smooth operations.
  19. Ensure adherence to regulations for hazardous substances handling and disposal.
  20. Resolve complaints and recommend corrective actions to management.
  21. Summarize accident data, conduct root cause analysis, and recommend corrective and preventive measures, reporting promptly to Section Head/Account Holder/Client
  22. Prepare SHE monthly reports and meet HSE KPI requirements set by clients.
  23. Perform other duties as assigned.

Qualifications

  1. Education: Degree or Professional Certificate in Environment, Health, Safety, or an equivalent qualification.
  2. Experience: Minimum of 3 to 5 years of working experience in a related field.
  3. Communication Skills: Strong business communication skills for effective interaction with stakeholders.
  4. Certifications: Registered Safety & Health Officer (SHO) with JKKP/DOSH/NIOSH, and holder valid Green Book.
  5. Standards Knowledge: Thorough understanding and experience with MS ISO 45001:2018 requirements.
