JOB PURPOSE:

  • Implement rewards programs as per approved annual budget, budget planning and monitoring.
  • Improvements in existing remuneration and rewards structure, and introduction of new reward initiatives.
  • Employee communication on rewards programs and initiatives.
  • Execute existing and revised pay and benefits programs, including preparation of draft manuals, system, processing - measured by completion date, progress, milestone achieved, etc.
  • Provide draft proposal for new Rewards initiatives e.g., specific benefit review, pay and grade review and any other ad-hoc requests for continuous market competitiveness, internal and external equity.
  • Obtain, discriminate, and analyse external and internal data, including studying history and issues and future trends in the market, to come to relevant conclusions for any new Rewards initiative / study request / ad-hoc request.
  • Continuous formal and informal interaction with internal and external parties for market intelligence on employment remuneration and rewards.
  • Provide assessment and prepare draft recommendation / draft memo / proposal template / proposal paper on the new initiative / rewards study / ad-hoc request.
  • Upon approval, plan draft implementation project milestones, execute, and supervise junior staff or project team members in launching of new initiative including preparing detailed project plan and timeline, set up new system, liaising with internal and external counterparts, prepare draft workflow, FAQ, announcement etc. and manage and deliver the communication part.
  • Continuous execution and supervision of implementation of approved rewards programs and provide draft review and proposal for continuous market competitiveness, internal and external equity.
  • Continuous execution of all existing, approved rewards program at individual and supervisory levels:
  • Update information and analysis into current year’s requirement / management paper.
  • timely end-to-end implementation of all existing, approved programs.
  • prepare, maintain, and provide historical and latest data, analysis, and summary for tracking, monitoring, and reporting.
  • Continuous market benchmarking of total remuneration and supervise junior staff in total remuneration survey participation.
  • Continuous formal and informal interaction with internal and external parties for market intelligence on employment remuneration and rewards.
  • Conduct study and prepare draft PIR / draft proposal on the existing rewards programs:
  • research, obtain, discriminate, and analyze external and internal data and information.
  • through formal and informal sources and internal and external interactions.
  • study history and issues and future trends in the market.
  • prepare draft recommendation / proposal paper for management review and stop/continue/revise decision.
  • Rewards Section supervisory and administrative matters.
  • Execute and enforce the maintenance and update of Rewards Management operation manuals, files, records, contracts, agreements etc. on individual and supervisory capacity.
  • Communicate, provide advice and training, and respond to queries from staff on rewards management and administrative matters.
  • Provide first level liaison / functional assistance to internal and external parties including other sections/departments, authorities, auditors etc.
  • Deputize for the Section in absence of the Section Head.
  • Attending working committee meeting and management committee meeting representing the Section or Department as and when required.
  • Act as the key person in coordination and liaison with Finance Division in Department’s annual budgeting process, and keep record, tracking and monitoring of the annual plan and budget usage.
  • Any other duties as assigned from time to time.

QUALIFICATIONS:

Min Education and Qualifications

  • Preferably a Bachelor / Professional or Master’s Degree in Business Studies / Management / Human Resource / Finance / Accounting / Banking / Islamic Finance or equivalent.

Relevant Experience Required

  • Minimum 5 years of working experience in the related field.
  • Minimum 3 years specialization in Rewards Management framework, policies, process, and tools at supervisory level.
  • Knowledge of overall HR functions and their interconnection with rewards management.

KNOWLEDGE AND SKILLS:

  • Advanced knowledge of MS Office applications, specifically Excel.
  • Strong research and analytical skills, ability to handle sensitive and/ or confidential documents and information.
  • Strong technical skills in compensation and benefits, incentives and recognition, job analysis and job evaluation.
  • General HR skills, employee communication, supervisory skills.
