Cost Control Manager

Job Purpose • Oversee and supervise the financial aspects of Cost Control works for offshore vessel management operations, ensuring effective cost control, adherence to budgets, and financial efficiency. The role involves in-depth financial analysis, forecasting, and collaboration with project teams to optimize expenditure, directly contributing to the success and sustainable growth of company’s operations. Key Responsibilities • Report to the Head of Commercial. • Maintain close communication with the Contract Planning Manager and Global Sourcing Manager. • Implement robust cost control measures to monitor and manage project expenditures, ensuring compliance with company standards and stakeholder requirements. Adhere to financial regulations and standards. • Collaborate with project managers to develop and maintain accurate project budgets. Develop, monitor, and control project budgets to achieve financial objectives. • Provide support in budget planning and assist in forecasting financial requirements. • Conduct in-depth financial analysis to identify trends, risks, and opportunities for cost optimization. • Prepare regular financial reports and updates for senior management, highlighting key performance indicators, in English and Vietnamese (where required). • Identify potential financial risks and implement proactive measures to mitigate them. • Implement continuous improvement initiatives in cost control processes and procedures. Stay updated on industry best practices and trends in cost management. • Drive continuous improvement initiatives in processes, systems, and performance to enhance overall operational effectiveness. Promote and implement environmentally sustainable practices within offshore marine operations. Conduct market analysis to identify trends, opportunities, and potential challenges in the offshore marine sector. • Effectively communicate financial information and insights to relevant stakeholders. Collaborate with cross-functional teams to streamline financial processes. • Perform additional tasks as required, including overseas assignments. • Understanding and own experiences with OSV, FSO/FPSO are substantial advantages. Specific Qualifications Required • Bachelor's/Master's Degree in Project Management, Offshore Engineering, Supply Chain Management, Business Administration, Marketing, Finance, or equivalent. • Minimum 5 years of hands-on experience in cost control, financial analysis, and budget management within the maritime or oil and gas industry, with a strong preference for expertise in offshore operations globally (advantageous experience in Vietnam and Malaysia). • Proven experience in navigating and managing relationships with local authorities for offshore works globally (advantageous experience in Vietnam and Malaysia). • Understanding and own experiences with OSV, FSO/FPSO are substantial advantages. • Deep expertise in working with projects in PM-3 CAA oil fields (Malaysia) and/or for Vietnam’s national oil & gas companies is a significant advantage. • Demonstrated knowledge and successful execution of development strategies within the offshore marine sector. • Goal-oriented and focused professional with a comprehensive knowledge of the business environment, including marine and oil & gas policies, processes, procedures, and systems. • Understanding and own experiences with OSV, FSO/FPSO are substantial advantages. • Advanced proficiency in English and Vietnamese is required.
