Key Responsibilities
Strategic Leadership in Education Quality and Compliance
- Lead the development and implementation of the institution's EQUAL strategy, ensuring alignment with academic objectives and MQA standards.
- Drive a culture of quality, continuous improvement, and accountability, embedding rigorous quality benchmarks across academic and administrative units.
- Foster excellence and innovation in educational practices, creating policies that support high standards and improved learning outcomes.
Quality Assurance and Standards Implementation
- Establish and oversee the institution’s quality assurance framework, including policies, procedures, and performance metrics aligned with the EQUAL standards.
- Collaborate with academic departments to support program reviews, quality enhancement initiatives, and integration of best practices in teaching and learning.
- Maintain alignment with national and international quality assurance criteria and university standards, supporting academic departments in meeting both local and global expectations.
Accreditation, Licensing, and Compliance
- Coordinate all accreditation and licensing activities, including MQA accreditation, institutional audits, and re-accreditation processes.
- Ensure compliance with regulatory bodies and accrediting agencies, overseeing the preparation and submission of documentation to MQA and other relevant entities.
- Act as the main liaison with regulatory authorities, ensuring university practices align with evolving standards and accreditation requirements.
Institutional Audit and Continuous Learning
- Lead and manage audit processes across departments, ensuring adherence to both internal quality standards and external compliance requirements.
- Conduct internal reviews and quality audits, identifying opportunities for improvement and guiding departments through action plans.
- Oversee the development and execution of audit schedules, preparing for both planned and ad-hoc reviews to ensure consistent quality.
Stakeholder Engagement and Collaboration
- Build and maintain relationships with key external stakeholders, including MQA, the Ministry of Higher Education, and other accrediting organizations.
- Represent the university in external forums, conferences, and quality assurance events, enhancing the institution's profile and staying updated on regulatory trends.
- Engage with internal stakeholders such as faculty, students, and administrative teams to create awareness and understanding of quality expectations.
Policy Development and Educational Enhancement
- Develop and implement quality-related policies, ensuring they address curriculum standards, program evaluation, and student outcomes as part of the EQUAL approach.
- Promote curriculum innovation and support policy adherence, guiding academic teams on meeting EQUAL and regulatory standards.
- Ensure that policies contribute to a positive learning environment, fostering academic integrity, fairness, and accessibility.
Data Collection, Analysis, and Reporting
- Oversee data management and quality assurance reporting, ensuring accurate and timely submission of performance metrics to MQA and other regulatory bodies.
- Analyze data to inform strategic decision-making and continuous improvement initiatives, using insights to address gaps and reinforce strengths.
- Monitor institutional performance against EQUAL standards, providing regular reports to leadership and recommending improvements based on findings.
Professional Development and Training
- Provide training and professional development for faculty and staff, building capacity in quality assurance, audit processes, and compliance.
- Encourage continuous professional learning, supporting staff in obtaining certifications and staying current in quality assurance practices.
- Champion a culture of ongoing improvement, helping staff adapt to changes in standards and accreditation requirements.
Resource and Financial Management
- Manage the budget for EQUAL activities, ensuring effective resource allocation and responsible spending.
- Collaborate with HR and finance departments to address staffing and resource needs for quality, audit, and licensing functions.
RequirementsEducation
- Master’s degree in Education, Quality Management, Higher Education Administration, or a related field (Doctorate preferred).
- Certification in quality assurance, accreditation, or audit management is a plus.
Experience
- Minimum of 8-10 years of experience in education quality assurance, audit, or compliance, with at least 5 years in a senior leadership role.
- Extensive experience working with MQA standards, Malaysian higher education regulations, and institutional audits.
- Proven track record in managing accreditation processes and implementing quality frameworks in a university setting.
Skills and Competencies
- Strong leadership, organization, and analytical skills, with experience leading multidisciplinary teams.
- Exceptional communication and interpersonal skills, with fluency in both English and Bahasa Malaysia.
- In-depth knowledge of data analysis and reporting systems, institutional research, and performance monitoring.
- Commitment to promoting academic excellence, continuous improvement, and quality assurance in higher education.
