Role Description:
Responsible for overseeing and managing all aspects of human resources functions under the umbrella of the Hospital, with hands-on knowledge in Industrial Relations matters specifically in collective bargaining and union relations. The role includes ensuring compliance with local labor laws, fostering positive employee relations, and supporting the Hospital's strategic objectives through effective HR practices.
Key Responsibilities:
- HR Strategy and Policy Development:
- Develop and implement HR strategies that align with the Hospital’s goals and objectives, particularly in the areas of talent management, employee engagement, and workforce planning.
- Review and update HR policies, procedures, and practices to ensure they reflect current labour laws and best practices.
- Lead initiatives to improve employee morale, retention, and overall job satisfaction.
- Recruitment and Staffing:
- Oversee the recruitment process, ensuring the Hospital attracts and retains qualified talent.
- Collaborate with department heads to identify staffing needs and develop workforce plans.
- Collaborate with college / government agencies to participate in career fairs.
o Conduct interviews and extend job offers, ensuring that the process is efficient, consistent, and in accordance with the Hospital's hiring requirements.
- Performance Management:
- Oversee the performance appraisal process, providing guidance to department heads on setting goals, addressing performance and discipline issues.
- Work with department heads to create development plans for underperforming employees and recognize high performers.
- Union and Collective Agreement Management:
- Manage and administer the collective bargaining process, including negotiations, implementation, and enforcement of collective agreements.
- Serve as the primary point of contact between the Hospital and the Union, ensuring open communication to address any issues that arise.
- Develop strategies to maintain positive relationships with Union representatives and employees, minimizing disputes and fostering a collaborative working environment.
- Employee Relations:
- Handle employee grievances, ensuring fair and effective corrective measures.
- Provide guidance and support to department heads and employees on HR-related issues, promoting a harmonious work environment.
- Conduct investigations into employee complaints and take appropriate action to resolve conflicts.
- Manage the disciplinary process, including conducting investigations, domestic inquiries and ensuring the consistent application of Policies & Procedures.
- Compensations and Benefits:
- Ensure all compensation and benefits policies align with Malaysian labor laws, such as the Employment Act 1955, the Minimum Wages Order, and the Minimum Retired Age Act 2012. This includes adhering to statutory requirements like EPF (Employees Provident Fund), SOCSO (Social Security Organization), LHDN (Inland Revenue Board) and HRDF (Human Resources Development Fund) contributions.
- Conduct regular market research and benchmarking to ensure the Hospital's compensation packages are competitive within the industry. This involves analysing other hospitals’ collective agreements, salary surveys, understanding market trends, and adjusting pay scales to attract and retain talents.
- Training and Development:
- Identify training needs and oversee the design and implementation of training programs to enhance employee skills and knowledge.
- Formulate leadership development and succession planning initiatives to ensure a pipeline of talent for critical roles.
- Collaborate with colleges and hospitals to enrol our nurses for post-basic courses.
- Identify and engage external training providers for relevant training programs to stimulate learning and instil a positive mindset and work efficiency.
- Compliance and Labor Law:
- Ensure compliance with Malaysian labor laws, regulations, and the Hospital’s Policies & Procedures including Occupational Safety and Health Administration (OSHA) standards.
- Keep abreast with the changes in labor legislation and update policies and procedures accordingly.
- Prepare and submit reports required by JPP / JTK / Board Paper / QA / External Auditors / LHDN.
Qualifications:
- Bachelor’s degree in Human Resources, Business Administration, or a related field. A Master's degree is preferred.
- Minimum of 15 years of HR experience, with at least 8 years in a managerial role, preferably in a healthcare setting.
- Proven experience in managing union matters, collective agreements, and Industrial Court processes.
- Strong knowledge of Malaysian labor laws & regulations, and Industrial Court Awards.
- Excellent communication, negotiation, and interpersonal skills.
- Ability to work effectively in a fast-paced and dynamic environment.
- Strong problem-solving skills and attention to detail.
- Proficient in written English and Bahasa Malaysia.
Preferred Skills:
- Certification in Law or Accounting is an added advantage.
- Good working knowledge of HR information systems (HRIS) and MS – Office.
Job Types: Full-time, Permanent
Pay: RM7,500.00 - RM9,500.00 per month
