Summary of the Project: The Capacity-building Initiative for Transparency, or CBIT, is part of the GEF's response to the Paris Agreement. It strengthens countries' national institutional capacities on climate transparency, facilitates the development of tools and training, and it improves transparency over time. The CBIT promotes transparency in three key areas: inventories, action, and support. Inventories help determine the country's starting point for tracking progress. Action tracks the progress of a country's mitigation and adaptation efforts. Support tracks technology, training, and financing that have been provided and received. Successful CBIT programming transforms data to information and into action. Objective: The National IT Expert (NC1) will be responsible for setting up an managing the IT infrastructure necessary for the development and operationalized of various climate change data management systems and platforms as outlined in the project deliverables. Scope of Work: National IT Expert will coordinate with other international and national experts and PMU to undertake the following activities: → Set up necessary hardware and software infrastructures to support development of GHG modelling for Energy and Agriculture, Forestry and Other Land Use (AFOLU) sector, development and operationalization of the Nationally Determined Contributions - Database Management System (NDC DBMS), development and implementation of a web-based Climate Change Knowledge and Information Platform, and an online GHG database and information system (GHG-DIS). → Assist in development of tools and protocols in supporting the use of GHG modelling. → Provide necessary technical inputs in preparation of operation and maintenance manuals for the NDC DBMS, web-based communication system, and GHG-DIS. → Provide necessary technical inputs in development and implementation of training programs for the NDC DBMS, web-based Climate Change Knowledge and Information Platform, and GHG-DIS, and ensure smooth operation of all the systems during the training programs. → Prepare and submit quarterly reports detailing progress, challenges, and recommendations related to the IT systems and infrastructure. Key Responsibilities: 1. Development and Customization of Models • Collaborate with international and national experts to customize and calibrate models for the Energy and AFOLU sectors. • Ensure integration of these models with the GHG inventory data systems to optimize data collection and ensure consistency. 2. Development of NDC DBMS • Design and implement the scope and contents of the NDC Database Management System (DBMS) and its web interface. • Ensure the operationalization of the NDC DBMS, including its population by stakeholders and testing of the beta version. • Develop methods and tools for assessing Policies and Measures (PAMs) for mitigation and adaptation actions. • Prepare operation and maintenance manuals for the NDC DBMS. • Integrate the tables and templates of climate finance, technology transfer and capacity-building support into the NDC DBMS system. 3. Climate Change Knowledge Platform • Implement and test a web-based Climate Change Knowledge and Information platform. • Develop a user manual for maintaining and updating the web-based communication system. 4. GHG Inventory System • Establish and operationalize an online GHG database and information system (GHG-DIS) to enable regular and timely preparation of GHG Inventory. • Develop a user manual for operating the GHG-DIS. 5. Integration of Reporting Templates • Integrate reporting templates and data with the NDC-DBMS. 6. Reporting • Quarterly reports on IT system development, implementation and project deliverables progress. Qualifications: University degree in a subject related to computer engineering, computer science, or other related fields with strong focus on IT infrastructures for web-based systems. More than 7 years of working experience in similar IT system development and analytical work. Substantial experience in IT infrastructure platform design and operation, hardware systems, and large database management systems. Experience in programming and software development is a plus. Experience in working with government departments and climate change related subject will be an asset. Fluent in English and Bahasa Skills and Competencies • Strong technical skills in IT infrastructure, application development and database management. • Ability to work collaboratively with international and national experts. • Excellent problem-solving and analytical skills. • Strong communication and documentation skills.
