Job Summary
Strategy
  • Drive and implement the vision, purpose and strategy of the Legal Centre of Excellence in GBS Malaysia (“Legal COE”) and as a member of the Group Commercial Legal Management Team.
  • Develop the legal service delivery model and a best in class legal operational approach to the team’s global legal activity, including through the adoption of legal technology.
  • Promote a culture and practice of good conduct of business and adherence to legal standards within the Standard Chartered Bank Group (the “SCB Group”).
Business
  • Lead the Legal COE and accountable for the Legal COE’s group-wide advice and support to the SCB Group, including in relation to: (i) vendor and other third party service contracts, (ii) third party risk management; (iii) intragroup outsourcing and other intragroup service arrangements; (iv) intellectual property; and (v) certain Corporate & Investment Banking business legal support alongside specialist Product and Country Legal teams.
  • Lead the Legal COE and accountable for the Legal COE’s advice and support on regulatory remediation and operational transformation initiatives and related change management in respect of processes, policies, standards and contract documentation.
  • Accountable for building and maintaining relationships with stakeholders in the Businesses and Functions and with each team in the Legal Function supported by the Legal COE based on trust, capability and integrity, providing timely, responsive and quality support to enable the SCB Group to achieve its strategic objectives.
  • Responsible for driving best practice and lessons learned across the network and create and provide training on legal issues.

Key Responsibilities
Processes
  • Accountable for adhering to the Group Contracts Policy, the Group’s Third-Party Risk Management Framework and other applicable policies and standards.
  • Maintain and develop the team’s Contract Lifecyle Management technology use case, contract templates, department operating instructions and related playbooks and guidance materials.
  • Support continuous improvement initiatives in relation to contract management technology and processes.
  • Establish and maintain frameworks to identify, assess, manage, monitor, mitigate and report legal matters related to Legal COE activities.
  • Keep up to date with policies and standards and applicable laws and regulations.
  • Where external counsel is appointed, accountable for managing those appointments in accordance with the Group Engaging External Counsel policy, including ensuring the scope of work is defined and appropriate, overseeing the quality of work and managing external legal costs.
People & Talent
  • Lead and create an environment in the Legal COE for a highly engaged, motivated and performing team.
  • Lead through example and build the appropriate culture and values. Set appropriate tone and expectations from their team and work in collaboration with risk and control partners.
  • Recruit and retain the team, and work with HR to ensure that individuals are objectively and fairly assessed and rewarded against their responsibilities and objectives.
  • Develop the team to meet both their career goals and the Bank’s goals, including through coaching, feedback, exposure, and stretch assignments.
  • Ensure the provision of ongoing training and development of people and ensure the Legal COE team are suitably skilled and qualified for their roles and have effective supervision in place to mitigate any risks.
  • Set and monitor job descriptions, goals and growth and development plans for the Legal COE.
  • Engage stakeholders to obtain regular feedback on the Legal COE performance.

Skills and Experience
Risk Management
  • Support risk management and governance over the Legal COE operations pursuant to the Operational Risk Framework and associated policies and standards.
  • Establish and maintain an appropriate risk-based approach to assessing, measuring, monitoring, managing and reporting risk within the SCB Group’s overall Risk Management Framework.
  • Maintain an awareness and understanding of the top risks facing the SCB Group and the role played by Legal and related risk owners in managing them.
  • Ensure proactive and timely identification, dissemination and advice on legal horizon risks that may have a significant impact on Legal COE activities.
Governance
  • Report to and participate in key risk committees and management groups on relevant legal risks and issues.
  • Represent Legal in the governance of Legal COE activities by ensuring that any papers relating to Legal COE matters being tabled at Board, Court or any other Group or Country governance committees have been reviewed and clearly articulate the risks and issues involved.
  • Ensure effective management of legal matters handled by the Legal COE.
  • Challenge fellow executives effectively.
Regulatory & Business Conduct*
  • Display exemplary conduct and live by the Group’s Values and Code of Conduct.
  • Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct.
  • Effectively and collaboratively identify, escalate, mitigate and resolve risk, conduct and compliance matters.
  • Have an awareness and understanding of the regulatory framework in which the SCB Group operates, and the regulatory requirements and expectations relevant to the role.
  • Achieve the outcomes set out in the SCB Group’s Conduct Principles.
