Purpose The Ministry of Natural Resources and Environmental Sustainability (NRES) is seeking a suitably qualified Malaysian to fill up the post of a Monitoring & Evaluation and Safeguards Officer for the Project under Global Wildlife Programme (GWP) entitled ‘Building institutional and local capacities to reduce wildlife crime and to enhance protection of iconic wildlife in Malaysia’. The project is implemented by the Ministry of Natural Resources and Environmental Sustainability (NRES) and funded by Global Environment Facility (GEF) and co-financing partners with the United Nations Development Programme (UNDP) accountable to the GEF for the implementation of this project in accordance with UNDP and GEF policies and procedures. Focusing on the Malayan tiger in the Peninsular Malaysia, Bornean orangutan in Sarawak and Bornean Banteng in Sabah, this project will contribute towards improving Malaysia’s capacity to prevent, combat and investigate wildlife crimes as well as to strengthen participatory management of protected area landscapes and species. 2. General scope of the job Under the overall supervision and guidance of the National Project Manager, the Monitoring & Evaluation and Safeguards Officer will have a dual responsibility for: i. Monitoring the Environmental and Social Management Framework (ESMF) and corresponding assessments and plans (Components 1 to 4); and ii. The implementation of project’s Monitoring & Evaluation in terms of monitoring the Project Results Framework indicators and targets (Component 5). 3. Main Responsibilities and Duties Regarding the Safeguards role (Components 1 to 4), the Monitoring & Evaluation and Safeguards Officer will: i. Ensure environmental and social risks are identified, avoided, mitigated and managed throughout project implementation; ii. Oversee the engagement and implementation of safeguards-related inputs Environmental and Social Impact (ESIA) subcontract; iii. Monitor progress in the development and implementation of the project’s Environmental and Social Management Plan (ESMP) / Environmental and Social Management Framework (ESMF) ensuring that UNDP’s Social and Environmental Standards (SES) policy is fully met and the reporting requirements are fulfilled; iv. Oversee / Develop / Coordinate the implementation of all safeguard related plans; v. Ensure social and environmental grievances are managed effectively and transparently; vi. Review the SESP annually, update and revise the corresponding risk log; mitigation and management plans as necessary; vii. Ensure full disclosure with concerned stakeholders. Note that the project’s International Consultant on Social and Environmental Safeguards will provide the initial orientation and technical guidance on requirements for ESMF implementation. In terms of the Monitoring & Evaluation role (Component 5), the Monitoring & Evaluation and Safeguards Officer will take lead responsibilty for monitoring project performance against the Monitoring & Evaluation Plan, collating all project monitoring information, and technical quality assurance of all project monitoring data and reports. She / He will support the Mid-Term Review and Terminal Evaluation process and take lead responsibility to collate the document packs to be provided to the evaluation consultants. 4. Qualifications a. Education: The candidate should have a Bachelor’s degree or higher in a field related to the position title. Qualification in the fields of conservation biology, ecology geography, environmental / natural resource management/science/studies, wildlife management and conservation, veterinary science (wildlife), forensic science, anthropology with monitoring and evaluation and safeguard roles and responsibilities is advantageous. Other qualifications with work experiences in the above field may be considered by the hiring committee. b. Work Experience: i. At least 5 years of experience in monitoring and evaluation within a program / project management environment. ii. Experience in monitoring and evaluation roles and responsibilities under programme or project funded by international and local agency such as UNDP, GEF, UNEP, WWF or others is an advantage. iii. Experience in giving public talks, lead and facilitate discussions; organizing and handling of meetings and events; iv. Good communication and writing skill with attention to details; v. Ability to work under pressure and plan in order to meet deadlines; vi. Proficient in basic computer software: Microsoft Office (Word, Power Point and Excel). c.
