Job Title: Senior Contracts Executive
Location: Kuala Lumpur HQ
Job Type: Full-Time
Reports to: Contracts Manager
Key Responsibilities:
- Central Point of Contact:
Act as the key liaison for assigned proposals, taking ownership of contract-related tasks and guiding the Bids and Proposals team through the entire process.
- Tender Review & Analysis:
Analyze RFQs, RFPs, ITBs, and other tender documents, particularly in the oil and gas sector, to develop comprehensive proposal outlines and strategies.
- Legal Advisory:
Provide legal advice on tender requirements, contract terms, and industry-specific regulations, ensuring compliance with legal standards in the oil and gas sector.
- Contract Review & Pre-Costing:
Review commercial and technical terms of contracts, assist in pre-costing for proposals, and offer legal insights to safeguard favorable terms.
- Service Orders & Budget Management:
Develop internal service orders and budgets for contracts, ensuring alignment with company goals and maintaining a healthy gross profit margin (GP).
- Document Management & Audits:
Maintain and organize comprehensive contract files for each project, including the original contract, amendments, payment schedules, correspondence, and any deviations.
- Internal Stakeholder Communication:
Share relevant contract information with internal teams to ensure smooth coordination and facilitate contractor meetings when needed.
- Compliance & Risk Monitoring:
Ensure all contracts and tenders comply with industry-specific regulations, including those governing the oil and gas sector, and advise management on risk mitigation strategies.
- Contract Execution:
Ensure proper execution of contracts in line with company policies, providing regular summaries of key contractual terms, obligations, and milestones.
- Risk Analysis & Advice:
Assess potential legal and commercial risks in tenders and contracts, with a particular focus on the energy sector, and provide mitigation strategies.
- Company Registration & Licenses:
Work with HR and Finance to track and ensure timely renewal of key licenses (e.g., Petronas, TNB, MOF, CIDB) and other relevant energy sector registrations.
- Tender Tracking & Reporting:
Maintain detailed logs of all quotations, RFQs, ITBs, and job awards, ensuring accuracy and timely updates in Google Drive for internal tracking.
Job Requirements:
Education:
Minimum Bachelor’s Degree in Law (preferred), or Engineering with strong knowledge of contract law and a background in the oil and gas industry.
Experience:
At least 2 to 5 years of experience in a Contracts or Proposals department, with a focus on reviewing and advising on contracts and tenders in the oil and gas sector.
Industry Expertise:
Strong understanding of oil and gas industry regulations, legal frameworks, and commercial practices. Ability to provide legal advice specific to the energy sector.
Language Skills:
Proficiency in both Bahasa Malaysia and English with excellent verbal and written communication skills.
Key Skills:
- Experience in reviewing and negotiating commercial contracts, tenders, and RFQs specific to the energy sector.
- Strong legal knowledge, particularly in relation to the oil and gas industry and energy sector regulations.
- Ability to assess and manage risks associated with tender processes and contract execution.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint); familiarity with contract management software is a plus.

- Strong interpersonal skills with the ability to collaborate effectively across departments and with external contractors.
