Overview:
You are responsible for employee health and safety within the workplace by conducting risk assessments, promoting health education, monitoring workplace hazards, and ensuring compliance with health and safety regulations. This position shall collaborate with management and healthcare professionals to maintain a safe and healthy work environment while documenting health assessments and incident investigations to support ongoing safety efforts.
Job Responsibilities:
- Plan and execute the occupational health programs of the entire facility, implement the company's health, safety, and environmental protection policies, and be responsible for the comprehensive management of company's occupational health and work safety.
- Establish, maintain, update and communicate Occupational Health and Industrial Hygiene (OH & IH) standard and procedures to ensure all business activities are conducted in compliance with the regulatory and guidelines requirements (e.g. USECHH, CLASS, Noise Exposure, etc.) and all health risks arising from the business activities are duly addressed.
- Plan, coordinate and perform IH risk assessments & exposure monitoring (i.e. chemical, physical, ergonomics, biological & psychosocial) as required by the regulations (i.e. USECHH 2000) and relevant standards and guidelines, using tools & methods recognised by the industry and company.
- Plan, coordinate and perform IH risk assessments & exposure monitoring review at the prescribed interval or as and when required (e.g. plant modification, project, chemical change, etc.)
- Monitor, track and report the closure of action items derived from all IH risk assessment & exposure monitoring (e.g., Chemicals Exposure Monitoring, Medical Surveillance, Ergonomic Risk, etc.)
- Assessment and improvement of administrative, engineering or PPE controls, including as part of emergency response preparedness.
- Communicate IH risks identified and evaluated during various IH risk assessments and exposure monitoring to the respective work unit.
- Plan, coordinate, implement, monitor and review Industrial Hygiene and Occupational Health programs and relevant activities (e.g., SHOC, Removal Protection, Food & Water Safety, Fatigue Management) to ensure all business activities are conducted in compliance with the regulatory and relevant standards and guidelines requirements and all health risks arising from the business activities are duly addressed.
- Provide regulatory and technical advice to frontliners (e.g. Operators and Technicians) on the implementation of OH & IH programs and activities (e.g. chemical management, medical surveillance, audiometric testing) as well as to ensure all health risks arising from the business activities (e.g. normal operations, shutdown / turn-around, projects) are duly addressed.
- Monitor, track and report the Fatigue Management performance and propose intervention for continual improvement.
- Monitor, track and analyze OH & IH exposure monitoring and medical surveillance data, OH & IH incidents, accidents and observations, compliance and related HSE performance. The insights from the analysis to be used as a basis for development of overall HSE strategy & initiatives (to be included in HSE plan & budget) and continual improvement of existing OH & IH risks controls.
- Perform OH & IH assurance at specified intervals to meet internal and external assurance requirements.
- Consolidate, collate and prepare submission for information as requested by company (e.g. performance update, OH & IH risks and controls, etc.)
- Project subject matter expertise in OH & IH accident/incident investigations (e.g. Occupational Noise-Induced Hearing Loss (ONIHL), Exposure > PEL) to determine the root cause and intervention plan to prevent recurrence.
- Document and share lessons learned and best practices with respect to OH & IH programs and activities internally / externally.
- Foster and sustain effective working relationships and rapport with the government authorities, national and key industry players and service providers to keep abreast with latest development in OH & IH.
- Complete other temporary tasks assigned by leaders in a timely manner.
Job Requirement:
- Possess a minimum of Bachelor’s degree holder in Occupational Safety and Health, or related Engineering/Science field or equivalent, or Diploma in related field and NIOSH Certification related to Occupational Health and Safety.
- More than 8 years of relevant work experience (10 years for Diploma holder), with minimum 2 years of work experience in safety management positions, preferably in crude/palm oil refinery or chemical manufacturing industry.
- Strong knowledge in relevant standards and regulations with proven track record in managing safety risks in crude/palm oil refinery or chemical manufacturing facility, particularly in managing continuous production process involving hydrogen and toxic gas services, and high pressure/temperature processes.
- Strong analytical skills, leadership potential, and meticulous attention to detail to enhance OH & IH performance and foster a safety-focused culture within the organization.
- Familiar in working closely with local statutory bodies/authorities (DOSH, NIOSH, Health Ministry, etc.)
- Strong verbal and written communication skills to effectively convey occupational health information, conduct training sessions, and interact with stakeholders at all levels.
- Familiarity with ISO9001 and ISO45001 is an added advantage.
