Role Purpose

Provide support and control to the Manager of Airport Services, Ground Handling & Contract Management, in crafting the Service Level Agreement together with the OPS team, negotiating and getting vendor's agreement on the Service Level Agreement at both Domestic and International stations without compromising on safety and service quality to support company's direction and aspiration as well as to assist the Contract Manager in contractual and costing matters, ensure compliance with relevant laws.

Key Accountability

  • Develop and implement business strategies together with Group Procurement in order to ensure a balance between cost and service provided by ground handler and other vendors at stations.
  • Perform and provide supervision to all contractual matter, tendering and procurements procedures (i.e. contracts, cost control, cashflow, project budgeting, project administrations, claims, cost analysis, etc).
  • Draft documents to facilitate the progression of change requests through the company's governance structure, systems and in association with other functions. Work to achieve value for money at each stage of the contract.
  • Liaise with Client / Consultant / Sub-contractors / Suppliers on contractual matters including payment terms claims, change effective dates, variation orders, extension of time, etc.
  • Form and lead Airport Services negotiating team on Ground Handling Contracts worldwide.
  • Manage and prepare all contract documentation and agreement mainly for MAB, AMAL, Charter and part of MK, FY as well as provide support in the drafting of specifications, e-management papers, management papers and other tender requirements.
  • Advise and resolve requests for equitable adjustment, contract disputes and contract claims.
  • Discussing, drafting, reviewing and negotiating the terms of business contracts. Dealing with unexpected costs and contracts.
  • Develop, review and monitor Service Level Agreement (including but not limited to Ground Handling, Delay Hotel, Mishandled Baggage) to ensure agreed standards are in line with industry best practice and cost effective.
  • Guide and work together with Contract SE to source for new ground handlers especially for Charter Flights and potential ground handlers at MAB current online stations.
  • Ensure that the contracts signed meet the agreed technical standards and requirement that have been set by MAB.
  • Assess ground handling services by appointed ground handlers to ensure services rendered comply with regulation, meet stipulated standards and requirements in Ground Handling Contract and Service Level Agreement.
  • Oversee the preparation and monitoring of project cost budget, cash-flow for projects, track changes in design/construction work and adjust budget projections accordingly.
  • Work closely with Contract Manager to manage contracts including progress and variation payment claims, change orders, variation orders, extension of time, etc.
  • Provide effective and high standard of contract management services to ensure all contracts are valid towards avoidance of tender rectifications.
  • Work closely with the other BU as required especially Group Procurement to ensure timely award of subcontractors and suppliers.
  • Oversee and set the target and timeline for Contract SE to ensure timely finalization of main and subcontract.

Qualifications & Working Experience

  • Degree in any field with 4 years working experience in Aviation industry.
  • Diploma in any field with 5 years working experience in Aviation industry.
