Job Title: Human Resources Manager Location: Tawau Specialist Medical Centre Sabah Sdn Bhd (TSMC), Tawau, Sabah, Malaysia Reports To: Chief Operating Officer and Business Controller & Project Manager Job Summary: The HR Manager at Tawau Specialist Medical Centre Sabah Sdn Bhd (TSMC) is responsible for overseeing all human resources operations and ensuring compliance with healthcare regulations and standards. This role aims to optimise employee performance, maintain regulatory compliance, and enhance the hospital’s cultural environment. Key Responsibilities: Human Resources Management: • Develop and implement HR strategies and initiatives aligned with the overall objectives of TSMC. This includes workforce planning and talent management strategies that ensure the hospital attracts, develops, and retains the best talent. • Manage the recruitment process to attract and retain qualified healthcare professionals. This involves creating effective job descriptions, managing job postings, screening candidates, conducting interviews, and onboarding new hires. • Serve as a mediator between management and employees to resolve issues and foster positive work relationships. This includes handling employee grievances, facilitating conflict resolution, and ensuring effective communication channels are maintained throughout the organisation. • Support current and future hospital needs through staff development, motivation, and retention initiatives. This includes evaluating training programmes, career development opportunities, and implementing employee engagement activities. • Oversee compensation and benefits administration to ensure competitive and fair employee offerings are maintained. This involves analysing salary benchmarks, reviewing employee benefits packages, and ensuring compliance with local compensation laws. • Develop and uphold HR policies and procedures that reflect best practices in the healthcare sector, promoting a fair, equitable, and safe work environment. • Lead initiatives to enhance workplace diversity and inclusion, ensuring that TSMC is a welcoming place for all employees and reflective of the diverse community it serves. Compliance Management: • Ensure compliance with Malaysian healthcare regulations and other legal obligations. • Maintain a comprehensive understanding of relevant healthcare laws and accreditation standards. • Develop and implement systems to prevent and address violations of legal and hospital policies. Policy Development and Implementation: • Establish and enforce HR and compliance policies that support TSMC’s strategic objectives. • Regularly review and update policies to ensure their continued compliance and effectiveness. Performance Management: • Implement Performance Evaluation Systems to Foster High Levels of Staff Performance. • Provide Guidance on HR Policies and Interpret Regulatory Standards. Training and Development: • Identify Training Needs and Organise Appropriate Staff Training, Workshops, and Professional Development Activities. Reporting and Administration: • Maintain accurate HR records and generate reports as necessary. • Prepare and present compliance and HR activity reports to senior management. Qualifications: • Bachelor’s Degree in Human Resources, Business Administration, or a related field. • Minimum of Five (5) years of HR and compliance experience, preferably in healthcare. • Demonstrated experience in managing compliance and HR functions. • Comprehensive knowledge of Malaysian employment laws and healthcare regulations. • Strong communication and interpersonal skills. • Ability to lead and uphold high ethical standards. Preferred Qualifications: • Master’s Degree in HR or a related field. • HR Certification (e.g., SHRM-CP, PHR). • Prior experience in a managerial role within a healthcare setting.
