Senior Contract and Proposal Executive

Energy Workforce Group is seeking a Senior Contract and Proposal Executive for their Kuala Lumpur team. This full-time, on-site role will focus on managing Invitations to Bid (ITB), market surveys, Requests for Quotations (RFQ), contract negotiations, and proposal management. The ideal candidate will have significant experience in the Oil & Gas, Petrochemical, and Marine industries and will be proficient in managing the full contract lifecycle, from pre-award to execution. Key Responsibilities: - Contract Management: Negotiate, draft, and manage contracts ensuring compliance with legal and regulatory standards while aligning with company goals. - Proposal Development: Prepare detailed and accurate proposals, ensuring all contractual requirements and project specifications are met. - Industry Focus: Work across sectors like Oil & Gas, Petrochemical, and Marine, customizing contracts to meet the specific needs and regulatory frameworks of each industry. - Communication: Liaise between internal teams and clients, conveying contract terms and proposal details. - Legal Compliance: Ensure contracts comply with all relevant legal and industry regulations. - Market Surveys and RFQs: Manage market surveys, RFQs, Pre-qualification, ITBs, RF Proposals, and RF Information from contractors and clients. Required Qualifications: - Education: Bachelor’s degree in Business, Law, Engineering, or a related field. - Experience: Minimum 5 years’ experience in Contract & Proposal Executive roles, particularly in Oil & Gas with expertise in managing Non-Destructive Testing (NDT), Third-Party Inspection Services, Specialist Manpower Supply Contracts, and Oil & Gas parts trading. - Skills: - Strong analytical and negotiation skills. - Proficiency in preparing and managing contracts. - Excellent attention to detail and organizational skills. - Effective communication and interpersonal skills. - Knowledge of legal requirements within Oil & Gas, Petrochemical, and Marine sectors.
