During Shipbuilding: - • Assess the installation and layout of all the Bridge equipment, Navigation equipment, Communication equipment, Galley equipment and Accommodation area - Bring to notice of the build team if any changes are required keeping in view the ships' operations and habitability • Assess the construction of the helideck and support systems and examine the compliance of the same as per the Malaysian offshore acceptance norms - Bring to notice of the build team if any changes are required for compliance. • Assess the spare parts requirements of all the Bridge, Navigation, Communication, Galley and Helideck support system equipment • Assess the Warehouse set up and the requirement on board - Bring to notice of the build team of any shortcomings • Assist in preparation of the Safety Management System for operating the ship • Assist the build team in identifying any improvements / changes in the ship construction which will enhance operational efficiency of the ship • Assist the build team in proper certification of the ship as per Class and Flag requirements • Assist the build team in taking over the ship from the shipyard and assume Command of the ship on delivery of the ship During Ships’ Operation • Overall command on vessel navigations, berthing/unberthing and anchoring. Liaise closely with Vessel Superintendent and Project Marine Captain during offshore operations • In charge daily vessel operation and maintenance. Delegate effectively all jobs onboard to the respective department. • Supervise all vessel administration, accounts, bunker, spares and stores effectively. Ensure vessel facilities and consumables meet the daily requirement of the project. • Ensure that the vessel is always in fit and safe condition. All certifications are complying with statutory regulation and governing bodies as well as the Client requirement. • Direct responsible on all vessel safety aspect, hygiene, welfare of personal, living quarters and working area onboard. It includes all aspect on environment pollution control as per MARPOL and local rules. • Educate personal under command on safety, risk management and preventive measure on board in accordance to Company policy and standard operation procedure. • Conduct drills and exercises onboard including in-house training on emergency situations such as fire, abandon ship, anti-pollution and security. • Prepare vessel to undergo any client inspection, class survey or port state control etc. Ensure that an effective and timely closeout action be carried pertaining to finding of all inspections, surveys or auditing. • Perform as vessel security officer and liaise with port security officer regarding local port or terminal security requirement as per ISPS. • Monitor and record weather conditions at site and to advise management for safe navigation and offshore operations.
