Positions: HSE Supervisor (PSM) Location: Kuantan, Pahang Job Type: Contract 1year MINIMUM QUALIFICATION Bachelor Degree in any discipline (preferably Chemical Engineering, Safety/Process Safety or equivalent) MINIMUM EXPERINECE Experience in applying Process Safety systems in the Oil and Gas industry (minimum 5 months) OTHER RELEVANCE SKILLS REQUIRED Excellent communication skill Strong computer skill (MS i.e. powerpoint, words,excel (pivot, chart, vlookup etc)…) Good interpersonal skills Strong influencing skills High confidence level Good presentation skills Good teamwork KEY ACCOUNTABILITIES 1.Lead and coordinate the implementation of Process Safety requirements (i.e.MOC, HEMP, PSI,PHA, PASR, MI,OP, SOE, DI & PLTA) to prevent process safety incidents towards achieving business goals. 2. Plan, coordinate and execute Process Safety programs and initiatives, as well as analyze and develop intervention with respect to process safety culture gaps, to promote and influence continuous improvement and institutionalization of Process Safety leadership and culture among all level of staff and contractors. 3. Ensure that the Process Safety requirements are embedded and operationalized in Operating Procedure (OP) L3. 4. Plan, coordinate and lead or participate in Process Hazards Analysis (PHA)(i.e. Hazard and Operability Study (HAZOP), Hazard Identification (HAZID), Layer of Protection Analysis (LOPA)) by ascertaining complete and accurate written information on process materials/chemicals, process technology, and process equipment in order to effectively identify and control risks, as well as recommend the mitigation plans for reducing Process Safety risks to prevent Major Accident Hazard (MAH). 5. Participate in other Risk Assessment i.e. IPF,JHA (i.e. EMOC related and Hot Work during normal operation) and review the high risk rating assessment as applicable, to identify and ensure all Process Safety risks have been addressed and recommend the mitigation plans for reducing Process Safety risks towards safe plant operation. Provide Process Safety technical advice and expertise in the design of facility throughout asset life cycle to identify and ensure that all risks associated with the process, technology and design have been addressed and the consequences of failure to Major Accident Hazard (MAH)have been fully understood. 7. Regularly monitor and analyze Process Safety Aspect performance and key indicators to measure Process Safety compliance and provide insights for improvement in enhancing barrier management effectiveness. 8. Participate in Process Safety incident investigation involving a multi-disciplined investigation team for all process related failures to determine root-cause and recommend corrective actions in preventing recurrence of the failure or other similar failures throughout the organization. 9. Identify and analyze further/detailed Process Safety incident investigation analysis to determine Latent Failure (systemic issues), recommend solution and drive learning from incident investigation implementation for continuous Process Safety improvement. 10. Plan, coordinate and implement Process Safety assurance programs to identify common issues and propose system level interventions. Analyze the assurance findings and provide recommendations to continually improve the level of Process Safety. 11. Plan and implement Process Safety training to employees and contractors to improve their competency and capability. * not limited to this only. Further scope will be brief during report of duty
