RESPONSIBILITIES OF POSITION 1. Recruitment and Selection a. Maintain up-to-date recruitment progress report, talent database and all related staffing communication. b. Process all local recruitment requests in an effective and efficient manner. c. Manage orientation & induction program for employee to the business, culture and work scope. 2. Training and Development a. Interface with external vendors and suppliers for the implementation of corporate training or training programs to meet the business needs where appropriate. b. Identify key skills, specialty skills and propose training needs accordingly. c. Managing training program to fulfill staff development and increase their skill competencies d. Create motivation among the staff 3. Compensation and Benefits a. Monitor and alert the management to any variance between the budgeted and actual salaries and headcount. b. To be in charge of payroll administration and to make all necessary co-ordination to make a smooth and efficient operation (variable compensation, overtime, special payments). c. Gather all necessary data to benchmark salaries and benefits. d. Compile all data needed for the annual salary review, and the annual performance appraisal analysis. e. Provide recommendations and support to management 4. Employee Relations a. To detect and handle complaints, disputes and grievances of all staffs and to report them to the management b. To foster a conducive working environment through employee relations activities and communication c. To conduct exit and grievance interviews with all departments/staffs d. To assist in handling all local labor tribunal cases 5. Rules and Regulations a. To review the staff’s rules and regulations (or employee handbook) on a regular basis b. To create and implement the employee staff rules and regulations for newly created subsidiaries c. Take in charge for any Employee disciplinary inclusive warning, letter, and disciplinary action d. Overview any new improvement for company progress or any new innovation 6. Budget, financial management a. Submit the Personnel Budget for all personnel costs and Headcount to Finance Department. b. Produce and submit the payroll journal and the Headcount report to Finance Department on a monthly basis. c. Handling any expenses (such as insurance, benefits, etc.) or claim by employee on monthly basis d. Maintaining and updating record for all payment to every staff 8. Other HR & Admin Duties a. Responsible and monitor overall process for monthly payroll salary and payment inclusive statutory contribution. b. Monitor timely update of personnel records (personal details, position, salary, appraisal outcomes, leave records, training and awards). c. Responsible and monitor staff record such as Medical claim, Overtime, Expenses Claim, Leave, and other related matters d. Monitor and assist other administration work such as pantry, stationary, office equipment, office maintenance, office asset and other related matters e. Handling and Assist outsource claim and payment inclusive Security, Cleaner, Legal Firm, utilities bill, rental, agreement and other related matters. f. Handling and monitor Program Protégé-RTW overall process. g. In charge and manage company Welfare program, CSR program, employee benefits, employee motivation, company program/event/meeting/discussion and another program related h. Assisting other department or subordinates with providing administrative arrangements while complement each other, instill spirit of camaraderie and gain a holistic view of the organization’s work. i. Any other duties commensurate with the grade of the position, as per required from time to times.
