ROLE PURPOSE
Manage the design and implementation of Enterprise Risk Management (“ERM”) Framework including identifying and provide insights on the potential risk exposure that has potential impact to the organisation to support Labuan FSA’s mandate.
PRINCIPAL ACCOUNTABILITIES
Enterprise Risk Management Implementation
- Manage the overall annual risk management planning and activities are in accordance to schedule to ensure a proper planning and organisation of risk management function and approach is executed in a timely manner;
- Lead the implementation of activities based on the outcome of the research undertaken on global risk and emerging risk and identifying the potential risk exposure for Labuan FSA and Labuan IBFC to on the risk radar / risk register for the Risk Management Working Group, Senior Management and Audit and Risk Management Committee, where appropriate;
- Draft and propose Labuan FSA’s Risk Management policy which includes risk tolerance, risk appetite that may affect the achievement of the Labuan FSA mission and strategic initiatives under the Strategic Roadmap;
- Design and implement the overall risk management process for the organisation, which includes analysing current risks and identifying potential risks that could have potential impact to Labuan FSA;
- Lead the collection, review and consolidation of risk profile / updates submitted by risk owners for the purpose of implementation of appropriate risk reporting, particularly preparation of Risk Management Report to Risk Management Working Group and Audit and Risk Management Committee;
- Manage in reviewing an independent risk assessment and analysis on Labuan FSA subsidiaries, namely LIBFC Inc Sdn Bhd and PESB Sdn Bhd through identifying major risks, evaluating controls and providing opinion and suggestion to manage those risks; and
- Manage to review operational risks of standard operating procedures of Labuan FSA and its subsidiaries and provide feedback on risk management perspective and identifying possible risk exposure to ensure adequate measures are in place to mitigate the identified risks.
Risk Awareness and Engagements
- Engage and work closely with key stakeholders in Labuan FSA especially the relevant risk owners, in identifying risk exposure to ensure adequate measures are in place to mitigate the identified risks;
- Manage in reviewing, designing, recommending and implementing the risk awareness programme to build a strong risk-aware culture in the organization, in supporting the organization’s risk strategy and risk management approach; and
- Collaborate with internal and external subject matter experts / learning providers and other internal and external stakeholders to ensure smooth execution of development learning interventions on risk management in achieving its main objective.
- Provide necessary consultation and advise pertaining to risk management perspective as and when required.
Business Continuity Management
- Manage in reviewing the Business Continuity Management framework which includes Business Continuity Plan, Disaster Recovery Plan and Crisis Management Plan.
- Manage the coordination of BCP simulation to ensure resiliency and enable an effective response when faced with adverse events.
Compliance Monitoring
- Manage in developing and reviewing compliance framework and policy are in line with relevant laws and regulations.
- Perform effective monitoring and implementation to ensure Labuan FSA’s compliance to statutory requirements through proper tracking, monitoring and reporting of the compliance register, and formulate action plan towards risk identified.
Other Relevant Assignments and Projects
- Manage and/ or participate in designing and implementing related projects and initiatives as and when required, to support the Labuan FSA’s strategic roadmap.
QUALIFICATIONS
- Academic Qualifications: Degree/Master or professional qualifications in Business Administration, Economics, Accounting or any relevant field.
- Experience: Minimum 5 years working experience with 2 years in supervisory role in relevant area.
