SUMMARY :
The Development Lead (Pre-Development) will be responsible for overseeing and managing the early stages of property development projects, from conceptualization through to the award of construction contracts.
This role involves leading the project management process across all five Project Management process groups: Initiating, Planning, Executing, Monitoring & Controlling, and Closing.
The primary focus will be on Project Planning, ensuring that projects are meticulously planned, organized, and set up for successful execution once construction begins.
JOB RESPONSIBILITIES :
Lead the overall project management process for assigned projects in the pre-development phase, ensuring adherence to the five Project Management process groups: Initiating, Planning, Executing, Monitoring & Controlling, and Closing.
Apply project management practices, tools, techniques, and skills to guide the project from the conceptual stage to the award of the construction contract.
Develop comprehensive project plans, including scope, schedule, budget, and risk management strategies, to ensure the project's alignment with company goals and objectives.
Collaborate with internal teams, external consultants, architects, and engineers to define project scope and specifications at the early stages of development.
Conduct feasibility studies, site evaluations, and due diligence to assess project viability and identify potential risks.
Lead the preparation and management of all pre-development documentation, including project charters, budgets, timelines, and stakeholder communication plans.
Coordinate with legal, planning, and regulatory teams to ensure compliance with zoning, permitting, and other legal requirements.
Manage project schedules and ensure milestones are achieved on time, escalating issues as necessary to maintain project momentum.
Facilitate the selection process for contractors, consultants, and other service providers, ensuring their alignment with project goals.
Monitor project costs, managing scope changes and ensuring financial resources are efficiently allocated throughout the pre-development phase.
Provide regular progress reports to senior management, outlining the project’s status, challenges, and key milestones.
Support the negotiation and preparation of contracts, agreements, and other documentation required to successfully transition from the pre-development phase to construction.
Lead the project team in closing the pre-development phase by ensuring all deliverables are met, and the project is ready for construction
JOB REQUIREMENTS :
Bachelor’s degree in Real Estate Development, Construction Management, Civil Engineering, Architecture, or a related field (Master’s degree or relevant certifications in project management preferred).
Minimum of 10 - 12 years of experience in property development or real estate project management, with a focus on the pre-development phase.
Strong knowledge of project management principles, practices, and tools, with formal project management certification (e.g., PMP) preferred.
Proven experience leading complex property development projects from conceptualization to pre-construction.
Expertise in project planning, budgeting, scheduling, and risk management, specifically within the property development industry.
Strong communication, negotiation, and interpersonal skills, with the ability to collaborate effectively with internal and external stakeholders.
Familiarity with the local regulatory environment, permitting processes, and zoning laws.
Ability to manage multiple projects simultaneously and work in a fast-paced, dynamic environment.
A proactive approach to problem-solving and conflict resolution
Job Types: Full-time, Contract
Contract length: 24 months
Pay: RM10,000.00 - RM16,000.00 per month
