Senior HR Executive (Learning & Development)
JOB SUMMARY
The Senior Learning & Development Executive is responsible for identifying training needs, analyzing skill gaps, and implementing effective learning initiatives to enhance employee capabilities. This role ensures compliance with HRDF requirements, maintains accurate training records, and manages the end-to-end process of training programs and supplier relationships in alignment with the organization’s objectives.
Job Responsibilities: -
1. Training Needs Analysis (TNA)
- Conduct Training Needs Analysis (TNA) to identify the skills, knowledge, and competencies required across different roles and levels.
- Collaborate with department heads to identify and prioritize training needs based on organizational goals and employee performance reviews.
2. Skill Gap Analysis
- Analyze skill gaps within the workforce by comparing existing competencies with required skill sets.
- Develop and implement targeted training plans to bridge identified skill gaps.
- Support career development plans by aligning training initiatives with succession planning and talent development strategies.
3. Job Description (JD) Analysis
- Review and analyze job descriptions to ensure alignment with role-specific training requirements.
- Identify competency frameworks and training objectives based on job responsibilities and industry standards.
4. Sourcing Training Suppliers and Programs
- Research and evaluate training providers to ensure high-quality and cost-effective programs.
- Source, negotiate, and coordinate external training programs, workshops, and certifications.
- Maintain a database of approved training suppliers and manage ongoing relationships to meet organizational needs.
5. HRDF (Human Resource Development Fund) Management
- Manage HRDF claims and ensure compliance with all HRDF requirements.
- Prepare and submit training grant applications, levy utilization reports, and claims within stipulated timelines.
- Maintain accurate documentation of all HRDF-related activities for audit purposes.
6. Training Records and Calendar Management
- Develop and maintain a comprehensive annual training calendar, ensuring alignment with organizational priorities.
- Track and maintain detailed training records, including attendance, certifications, feedback, and completion rates.
- Generate reports on training effectiveness, ROI, and participation rates for management review.
7. Training Coordination and Delivery
- Plan, organize, and coordinate training sessions, ensuring smooth execution and participant engagement.
- Facilitate internal training sessions or workshops as required.
- Collect and analyze training feedback to continuously improve program effectiveness.
8. Employee Engagement and Development
- Promote a culture of continuous learning and development by introducing innovative training methods and initiatives.
- Support onboarding programs to ensure new hires are effectively integrated into the organization.
All ad hoc job-related functions as and when required.
Key Competencies and Skills
- Strong knowledge of Learning & Development principles, HRDF regulations, and training methodologies.
- Excellent planning, organizational, and project management skills.
- Proficiency in using HRIS and Learning Management Systems (LMS).
- Advanced proficiency in Microsoft Office Suite (Excel, PowerPoint, Word) for creating training plans and reports.
- Strong analytical and problem-solving skills to interpret data and identify training needs.
- Effective communication and interpersonal skills to engage with stakeholders and employees.
Education
- Bachelor’s degree in Human Resource Management, Business Administration, or a related field.
Experience
- At least 4–6 years of experience in Learning & Development, preferably in the retail or fast-paced industry.
- Hands-on experience in TNA, HRDF management, and training coordination.

Pay: RM2,800.00 - RM3,300.00 per month
