The HSE Executive tasks and responsibilities are: a. Ensuring the processes needed for the Health, Safety & Environmental (HSE) b. Reporting to Head of Corporate Governance & HSSEQ & Standards on the performance of the Integrated Management System (IMS) any needs for improvement. c. Ensuring the promotion of HSE Awareness of customer requirements throughout the organization. d. Coordinate on the matters relating to IMS & HSE such as third-party auditing for Certification of Integrated Management System. e. Coordinate and supervise the implementation and maintenance of a comprehensive occupational health and safety programme design to prevent injury, occupational illness and damage to MSM property. f. Involve discussion with Government Agency for implement & compliance issues (DOSH, DOE & BOMBA). g. Interfacing Responsibilities as Competent Person (CP) in Industrial Effluent Treatment System (IETS) / Waste Water Treatment Plant (WWTP) such as i. Ensuring Compliance with Effluent Quality Standards. Ensure that the effluent discharged does not exceed the prescribed limits and conduct regular testing to measure pollution levels (pH, BOD, COD, TSS, toxic substances, etc.). ii. Monitoring and Supervising the Treatment System. Monitor and supervise the operation of the treatment system to ensure it is functioning properly and complies with the regulations. iii. Training and Educating Employees. Provide training to staff on managing the effluent treatment system and complying with regulations. iv. Overseeing System Maintenance. Manage the maintenance of equipment to ensure the system operates effectively any reduce the risk of failure. v. Record Management. Maintain organized records of monitoring, maintenance, and reports for auditing and oversight by authorities. vi. Implementing Corrective Actions. Identify the cause of non-compliance and take corrective actions to restore the system to meet regulatory standards. vii. Ensuring Compliance with License Conditions. Ensure that the treatment system complies with the conditions set in the environmental license issued by the Department of Environment. viii. Handling Emergency Reporting. Manage emergencies or spills involving industrial effluent promptly, following procedures set out in the Environmental Quality Act (EQA) 1974 and Industrial Effluent Regulations 2009. ix. Investigating and Reporting Pollution Incidents. Investigate the cause of any pollution incidents and submit a report to the authorities along with the actions taken to resolve the issue. x. Preparing and Submitting Reports. Prepare reports for the Department of Environment regarding effluent quality and the status of the treatment system, ensuring reports are submitted within the required timeframe.
