Job Overview:

We are seeking a Contract Manager to oversee contract management, cost control, tender procurement, and compliance for real estate development projects. This role ensures effective budget and contract execution from project inception to completion. The ideal candidate should have strong cost awareness, the ability to optimize procurement strategies, mitigate contract risks, and ensure that all project payments and contract processes comply with company policies and industry standards.

Job Responsibilities:

1.Contract Management & Cost Control:

  • Manage the overall project budget, ensuring costs remain under control from project inception to completion.
  • Regularly monitor project costs and variation management to ensure construction costs remain within the approved budget.
  • Oversee the entire contract lifecycle, including contract drafting, negotiation, execution, and final settlement, ensuring compliance and enforceability.
  • Supervise contract execution, tracking variation orders (VOs), contract amendments, and extensions of time (EoT) to maintain effective variation management.
  • Responsible for the Final Account settlement, ensuring timely and accurate contract payments in compliance with financial management policies.

2.Procurement & Tender Management:

  • Oversee the tender process, including evaluation/prequalification, tender invitations, bid comparison, tender interviews, and report preparation.
  • Develop and closely monitor the tender schedule to ensure timely completion of procurement objectives.
  • Manage procurement, negotiations, and coordination with suppliers, contractors, and manufacturers to secure the most favorable contract terms and services.
  • Conduct cost analysis of tender bids to ensure competitiveness and negotiate effectively.
  • Secure competitive bids and award tenders on schedule, ensuring alignment with the company's strategic and budgetary goals.

3.Payment Management & Financial Control:

  • Conduct progress valuations in accordance with contract terms to ensure payment applications meet contractual requirements.
  • Review and submit payment requisitions for consultants, contractors, and suppliers, obtaining management approval.
  • Oversee the contract payment process, ensuring all payments comply with contract terms and company financial policies.

4.Compliance & Legal Affairs:

  • Handle all contract-related legal and compliance matters involving contractors, consultants, purchasers, tenants, and business partners, safeguarding the company's interests.
  • Monitor contract execution, ensuring agreements comply with industry regulations, contract terms, and company policies.
  • Track scope changes, contract modifications, variation orders (VOs), and extensions of time (EoT), aiming to minimize variation costs and prevent unnecessary delays.

5.Reporting & Project Coordination:

  • Regularly update and submit cost reports to ensure management has the latest financial insights on company projects.
  • Attend project meetings and site evaluations, coordinating with various stakeholders to ensure smooth contract execution.
  • Prepare valuation reports for subcontractors and suppliers upon project completion to facilitate contract settlements and performance assessments.

Required Qualifications and Skills:

  • Diploma or Bachelor's Degree in Quantity Surveying, Contract Management, Civil Engineering, Construction Management, or a related field.
  • At least 5 years of experience in contract management within the real estate development or construction industry, with preference given to candidates who worked with a property developer.
