This role is responsible for maintaining the Health Information Management System (HIMS), conducting daily monitoring of program data, analyzing trends, supporting digital interventions, and ensuring timely and accurate reporting to stakeholders. This role requires a dynamic individual with a strong background in digital health, project management, and a deep understanding of the use of technology in public health interventions, particularly related to key populations affected by HIV. SPECIFIC KNOWLEDGE/SKILLS/ABILITIES • Bachelor's degree in public health, information technology, computer science, or a related field; a master's degree is preferred. Minimum of 3 years of experience in digital health project management or a related field. • Demonstrated experience in implementing health information management systems, HIV self-testing programs, and community-led monitoring initiatives. • Strong understanding of the challenges and opportunities related to digital health interventions for key populations affected by HIV. • Proficiency in project management, including planning, execution, and monitoring of digital initiatives. • Excellent communication skills and the ability to collaborate with diverse stakeholders. RESPONSIBILITIES & DUTIES Data Management & Quality Assurance • Conduct daily monitoring of program data to ensure accuracy, completeness, and consistency. • Identify and resolve data discrepancies in collaboration with field teams. • Maintain and update the HIMS database and dashboard to align with project indicators (e.g., HIV testing rates, prevalence, commodities distributed, clients reached). • Ensure data privacy, security, and ethical standards are met in all reporting processes. Data Analysis & Reporting: • Perform quantitative and qualitative data analysis using Excel, SPSS, SAS, R, stata, or other data tools to identify trends and gaps. • Generate visual reports, including graphs, charts, and dashboards, to present key findings. • Prepare and submit timely monthly, quarterly, and annual reports to program management and stakeholders. • Support the creation of data dashboards to track performance against program targets and key population indicators. • Monitor and evaluate the impact of HIV self-testing interventions and make recommendations for improvement. HIMS & Digital Tools Management: • Oversee the implementation and maintenance of the Health Information Management System (HIMS) to ensure efficiency and accuracy in data collection and reporting. • Provide technical support and troubleshooting for HIMS and other relevant digital health tools. • Manage data entry and monitoring for the HIV self-testing portal and other digital interventions. • Work closely with program teams to improve the use of digital tools for service delivery and monitoring. • Coordinate with IT professionals, software developers, and relevant vendors to ensure the successful deployment of digital solutions. Program Support & Recommendations • Collaborate with program teams to integrate M&E frameworks into project design and implementation. • Provide data-driven recommendations to improve service delivery, such as identifying outreach hotspots and addressing PrEP access gaps. • Track program progress towards global and national HIV targets (e.g., 95-95-95 goals). Community-Led Monitoring: • Facilitate the development and implementation of community-led monitoring (CLM) systems. • Support the design and rollout of digital tools that allow community members to report on service delivery, challenges, and program outcomes. • Analyze community-generated data and integrate insights into program evaluations. Compliance & Capacity Building: • Ensure compliance with ethical data collection and reporting standards, including client confidentiality. • Conduct training sessions for program staff, community health workers, and partners on using HIMS and other data management tools. • Promote a culture of data utilization across teams to inform strategic planning and service delivery improvements. Documentation & Learning: • Maintain organized records of datasets, reports, and program adjustments. • Document lessons learned, best practices, and success stories to support knowledge-sharing and program development. • Contribute to the development of case studies and program evaluation reports. Other Digital Interventions & Ad-hoc Tasks • Identify, assess, and implement additional digital interventions that can enhance the delivery of differentiated HIV services for key populations. • Stay informed about emerging digital health technologies and best practices and make recommendations for their integration into the DHSKP program. • Undertake other responsibilities not outlined above which are commensurate with the role of the Junior Executive and which have been discussed and agreed upon to achieve the project goals and objectives. Carry out any other duties as may be directed by the Executive Director of the Malaysian AIDS Council and Head of Programme to further the aims of MAC.
