Job Summary : Promote, monitor, enforce, advise and ensure continual safety & health implementation in compliance with legal, OSH Management System and organizational requirements. Key Responsibilities / Duties: 1. To advise the Safety & Health Manager on the measures to be taken in the interest of safety & health of the persons employed in the place of work. 2. Coordinate all activities relating to the development, distribution and implementation of the policies related to safety & health. 3. Implement procedures for the collation, analysis and dissemination of information relating to safety & health. 4. Ensure the monitoring, assessment and regular inspection of the working environment to identify the various hazards to which the workers may be exposed and to assess their level of exposure. 5. Carry out incident investigations in the event of any incident for instance fatal injury, injury, dangerous occurrence, near miss, occupational poisoning or disease, medical treatment case and first aid case and that occurred in workplace. 6. To formulate safe work instruction for those identified significant safety hazards or risks. 7. Coordinate safety & health auditing on a routine basis, and prepare program of inspections, compilation of reports and follow-up on actions resulting from the inspections as properly implemented. 8. To assist the employer on the SHE Committee establishment and the implementation of safety & health program at the workplace and become secretary to the SHE Committee as specified under sub regulation 6(2) of the Occupational Safety and Health (Safety & Health Committee) Regulation 1996. 9. Conduct joint safety & health inspection with enforcing authorities, clients and management team. 10. To issue observation, nonconformance report or Stop Work Order for any identified nonconformance at project site based on the seriousness of the risk. 11. To cease operation and ensure immediate action is taken if there is high risk on safety of the workers and in order to prevent unsafe working practices. 12. Assist with the identification and implementation of corrective and preventive measures arising from inspection, incidents or complaints. 13. Organize and deliver safety & health induction to all new employees, toolbox briefing and awareness training pertaining to safety & health. 14. Review issuance of Permit to Work, task statement and monitor the implementation of Pre-task briefing at work place. 15. Assist and involved in Hazard Identification, Risk Assessment and Control establishment for all the activities and reviews the risk assessment for all the significant hazards with construction team. Ensure every preparation of Method Statement incorporated with HIRARC. 16. Collating, analyzing and reporting of safety & health performance data and ensure the produce of Monthly Safety & Health Performance Report. 17. Ensure that safety procedures are followed by all workers and sub-contractors on site. Inculcate safety and health awareness among all the employees and involved in all the safety & health promotion activities. 18. Promoting safety awareness through workshops, toolbox talks, and continuous education programs. Promoting programs that address occupational health issues, such as noise-induced hearing loss, respiratory problems, and ergonomic injuries. 19. Developing and maintaining emergency response plans, including evacuation procedures and emergency contact information. Conduct regular emergency drills to ensure that all workers are familiar with emergency procedures. 20. Establish channels for workers to report safety concerns and provide feedback. Monitor safety performance and implementing improvements based on feedback and incident analysis. 21. Collaborating with site managers, supervisors, and other stakeholders to integrate safety practices into all aspects of the project. 22. Ensuring that sub-contractors and other third parties comply with the project’s safety standards and regulations. Qualifications: • Possess at least Diploma in Occupational Safety and Health, Engineering or equivalent. • Registered Safety & Health Officer (Valid Green Book Holder) with DOSH. Experience • Minimum 5 years practical experience relevant to the works preferably in construction safety and health. Skills & Abilities: • Excellent knowledge of local SHE legislation requirements and SHE Management System requirements. • Good SHE technical knowledge. • Ability to work independently with minimum supervision.
