JOB DESCRIPTION
- Provide support in managing the Technology portfolio, focusing on Human Resource Management System (HRMS) and Time Attendance System (T&A) Solutions, and contribute to enterprise-wide technology enablement aligned with business strategy and the latest technologies.
- Provide maintenance support in technology portfolio ensuring systems healthiness and performance meeting SLA.
- Administers, monitors and regulates platform components of the systems, covering aspects of application related operating system components, hardware, appliance, applications, and other related components with those systems in various environment.
- Assess and implement system improvement plan to ensure reduction of incidents/problems and improve system stability and performance with appropriate preventive and proactive action in place.
- Determine solutions requirements with the following activities:
- Analyzing current and future needs, and current practices of business users and stakeholders to identify solutions.
- Collaborating with business stakeholders to understand their needs, objectives, and challenges. Providing impact analysis and advisory services.
- Translating business requirements into clear functional specifications for technical teams.
- Creating detailed documentation including business requirements, process flows, Functional Specification Documents (FSDs), use cases, and user stories.
- To ensure projects & applications are implemented in accordance with the specified specifications and appropriate use of hardware, software and methodology.
- Perform market research and gap analysis on potential solutions & emerging applications and provide recommendation to business.
- Establish good working relationship within EPF which include the users and management to facilitate problem solving and ensure project & application management implementation success.
- Working closely with internal stakeholders, external vendors and advisors / consultants in delivering the technology portfolios. Identify opportunities for application development improvements and create action plans.
- Conduct periodic project assessments/reviews to ensure adherence to governance framework, security controls and architectural standards.
- Experience in implementing HRMS and Time Attendance solutions or supporting SaaS cloud solution would be an advantage.
JOB REQUIREMENTS
Education Qualification
- Possess a Bachelor’s Degree in Information Technology from any local or overseas higher learning institution recognized by the Government.
- Certification in HCM from Oracle or SAP is advantageous.
Experience
- Minimum 8 years of experience in application development and support role in managing HRMS and Time and Attendance system.
General Skill
- Display strong analytical, problem-solving, and critical-thinking skills.
- Must be detail-oriented Team Lead who can lead the team, interact, communicate and collaborate effectively with cross-functional teams and stakeholders to reach a shared goal.
- Excellent written and verbal communication skills in English and BM. Proficiency in English is an added advantage.
- Excellent interpersonal abilities and able to perform under pressure for tight dateline.
- Ability to see a task through from assignment to completion with minimal supervision.
- Proactively available for tasks beyond regular hours when needed.
Core Skills
- Understanding various HRMS modules and functionalities.
- Understanding the Time Attendance System and integration with HRMS.
- Working knowledge on project management methodologies and business analysis technics.
- Experience in designing and developing process flows, user journey and wireframes
- Experience in integrating apps with enterprise backend systems, database (MS SQL Server & Oracle), Business Process Management (BPM) or via API (REST).
- Familiar and experienced with Software Development Lifecycles (SDLC) and Agile methodology.
Advanced skills
- Expertise in the business area and possess good Human Resource skills as a basis to interpret requirements / issues posted by users.
- Certification in Business Analysis (e.g., CBAP, CCBA) is advantageous.
Knowledge Required
- Possess a strong knowledge of HRMS modules and functionalities i.e. personnel management, learning and development, benefit administration, performance management etc.
- Possess very good knowledge of Time and Attendance system modules and functionalities.
- Familiar with HRMS processes, routing and approval flow i.e. recruitment and on-boarding process, leave management process, claim process, payroll process etc.
- Knowledge of Human Resource integration approach and methodology with external system i.e. Time and Attendance system, payment platform, other statutory system etc.
JOB RESPONSIBILITIES
Application Management
- Design, development, implementation and technical support for enterprise IT applications.
- Ensure architectural design and application development is developed in accordance with the business requirements, internal standards & controls, follows audit process and meeting technical specification.
- Plan and manage solutions and application efficiencies in line with changing business needs.
- Manage application support with ITIL practices, change management, release management, troubleshooting and problem solving.
- Administers, monitors and regulates platform components of the systems, covering aspects of application related operating system components, hardware, appliance, applications, and other related components with those systems in various environments.
- Ensure all releases gone through CAB committee review and approvals.
- Manage & provide support in audit exercise by supplying the required information based on the prescribed schedule. Assess and plan for action plan for audit findings.
- Collaborate with relevant departments on new initiatives, system improvements and system troubleshooting.
- Data and performance management: work with business to assess & manage the underlying data & performance for the supported applications.
- Incident and problem management: analyse the underlying causes of an incident as well as identifying the best method to eliminate that root cause.
- Ensure the best service quality and availability are maintained, comply with the SLA agreed with business.
- Sufficient Domain Knowledge in related field of applications and functions e.g. products, process, technical terms, risk, customer experience etc. to support user requirements, support reporting module and problem analysis/troubleshooting.
- Plan, manage and execute Business Continuity Management (BCM) and Disaster Recovery (DR).
- Mange and execute release deployment to various environments according to process and compliance.
Project / Change Management
- To manage application projects & change request from cost, timeline scope and benefit perspective.
- Deliver projects and capabilities using various project management methodology – agile, SDLC.
- Plan and manage delivery to meet milestones and timeline.
- Financial and budget management for project CAPEX and recurring OPEX.
- Manage project and support resources, identifies skills and competency of team.
- Manage issues and risks, communicate and manage application stakeholders.
- Manage users with requirements study & specification, incident management, testing and delivering solution according to business requirements.
- Study, prepare, and discuss with internal team on Infrastructure setup, application integration, penetration & load test, and architecture design according to requirements.
- Analyse user needs and propose recommendation on system enhancement and report.
- Test Management and execution: SIT and collaborate for user UAT to ensure quality of product / solution.
- Assist user/business to prepare Business Case, Request for Proposal (RFP)/Technical Specification and participate in tender process.
- Study and align business requirements with matching solutions.
- Work with internal and external team to translate business requirement and capability into gap, roadmap and action plan/ technology requirement.
Supplier Management
- Collaborate with relevant suppliers for new IT project development system troubleshooting.
- Manage supplier delivery and quality in line with project scope, timeline and cost.
- Assist to review and evaluate potential supplier solutions through a direct RFP/negotiation process.
- Assist to prepare RFI, RFP and relevant documents as part of project in good quality.
- Evaluate and assess solution as part of technical committee and pricing committee for a comprehensive assessment for vendor & solution selection.
- Vendor performance monitoring & management. Conduct regular system performance reviews and collaborate with vendors on improvement plans.
