Job Summary:
We are looking for an experienced Compliance Manager to join our dynamic team at TrueMoney, an e-wallet and remittances service provider. The Compliance Manager will play a key role in ensuring that all regulatory requirements related to electronic money (e-money), remittances,digital payments and other requirements are met. This individual will oversee compliance processes, monitor regulatory changes, and ensure the company’s operations adhere to Malaysian and international financial regulations, including anti-money laundering (AML) and combating the financing of terrorism (CFT).
Key Responsibilities:
Regulatory Compliance and Risk Management:
- Monitor and interpret local, regional, and international regulations impacting the e-wallet and remittances industry, such as the Financial Services Act (FSA), Anti-Money Laundering Act (AMLA), Bank Negara Malaysia (BNM) guidelines, and global standards (e.g., FATF).
- Lead the compliance risk assessments for all business operations, ensuring the identification and mitigation of compliance risks related to e-wallet transactions and cross-border remittances.
- Work closely with senior management to ensure that the company’s operations comply with relevant financial, data protection, and payment regulations.
AML/CFT Program:
- Oversee the development, implementation, and maintenance of the company’s Anti-Money Laundering (AML) and Counter Financing of Terrorism (CFT) programs, ensuring they align with both local and international best practices.
- Conduct customer due diligence (CDD) and enhanced due diligence (EDD) for high-risk clients and transactions.
- Monitor and investigate suspicious transactions, ensuring timely reporting to relevant authorities, including the Financial Intelligence Unit (FIU).
Compliance Policies and Procedures:
- Design, review, and update internal compliance policies and procedures to ensure continuous adherence to legal and regulatory requirements.
- Ensure that all company activities, including e-wallet transactions, remittance services, and digital payments, meet the required compliance standards.
Regulatory Reporting and Audits:
1. Prepare and submit regular compliance reports to management and regulatory authorities as required by Bank Negara Malaysia (BNM) and other relevant agencies.
2. Lead internal and external audits related to compliance matters, including AML and financial crime audits.
Training & Awareness:
- Develop and deliver compliance training programs for all employees to ensure a strong culture of compliance throughout the organization.
- Provide ongoing guidance to employees on regulatory changes and compliance issues specific to the e-wallet and remittances business.
Third-Party and Vendor Compliance:
- Conduct due diligence and ongoing monitoring of third-party vendors, partners, and agents involved in remittance services to ensure compliance with regulatory requirements.
- Work with legal and operational teams to ensure that all third-party relationships comply with both local and international laws.
Investigations and Reporting:
- Lead internal investigations into compliance violations, including fraud, money laundering, or regulatory breaches, and report findings to senior management.
- Recommend corrective actions and ensure any non-compliance issues are addressed promptly.
Qualifications:
- Bachelor’s degree in Law, Finance, Business Administration, or related field. Relevant certifications in compliance (e.g., CAMS, CCEP, GOCO) are desirable.
- Minimum of 5 years of experience in compliance, with at least 3 years in the financial services, payments, e-wallet, or remittances industry.
- Strong knowledge of Malaysian financial regulations, including Bank Negara Malaysia (BNM) regulations, FSA, AMLA, and remittance laws.
- Practical experience in developing and managing AML/CFT programs and compliance controls in financial services or e-wallets.
- Familiarity with Know-Your-Customer (KYC) requirements, transaction monitoring systems, and fraud prevention in the digital payment space.
- Strong understanding of global financial crime regulations (FATF, OFAC, FATCA, GDPR).
- Excellent analytical skills, with the ability to assess complex regulatory requirements and implement solutions.
- Strong communication and interpersonal skills to effectively engage with senior management, regulators, and cross-functional teams.
- Excellent Microsoft tools skills.
Preferred Skills:
- Experience with compliance technology tools, including transaction monitoring systems, KYC platforms, and audit software.
- Knowledge of digital payments, remittances, and E-Money regulations.
- Good regulatory research skills.
