JOB PURPOSE & OVERVIEW:

Execute acquisition and enforcement activities to ensure employer compliance with regulatory

requirements by conducting inspections and verification activities related to levy obligations,

training provisions, and other compliance areas to drive adherence to applicable laws and

policies.

KEY RESPONSIBILITIES:

Promote Employer Acquisition Activities

  • Conduct site visits to unregistered but potentially liable employers across the region by assessing business operations, workforce size, and industry classification to determine their obligation to register under HRD Corp.
  • Facilitate regional courtesy visits and consultations by addressing employer concerns, clarifying registration processes, and fostering positive engagement to encourage compliance and participation.

Compliance & Inspections

  • Conduct compliance inspections at registered employers’ premises by verifying business records, workforce details, and levy contributions to identify under-declaration and ensure adherence to Regulation 4A and Section 13 of the PSMB Act 2001.
  • Enforce compliance requirements by identifying statutory breaches, issuing advisory notices, and escalating cases for legal action to mitigate non-compliance risks and ensure adherence to regulations.

Levy Payment Compliance

  • Verify levy payments by reviewing financial statements, payroll records, and statutory contributions to detect under-declaration and other non-compliance under Regulation 11 and Section 40 of the PSMB Act 2001.
  • Identify and document levy discrepancies by reconciling employer-reported contributions with statutory requirements to support corrective actions and ensure accurate levy collection.

Stakeholder Management

  • Collaborate with government agencies and industry bodies by participating in joint enforcement initiatives to enhance compliance awareness and regulatory enforcement efforts.
  • Conduct employer engagement sessions by organising advisory programs and compliance briefings to improve understanding of levy obligations and encourage voluntary compliance.

Reporting & Data Management

  • Prepare compliance reports and enforcement statistics by analysing operational trends to provide data-driven insights for management decision-making and policy enhancements.
  • Implement enforcement strategies and refine standard operating procedures (SOPs) by assessing regulatory gaps and operational challenges to strengthen compliance monitoring and levy verification processes.

EDUCATIONAL QUALIFICATION AND RELEVANT EXPERIENCE

  • Degree in Business Administration, Law, Enforcement or any related fields.
  • 1 – 5 years of relevant working experience in enforcement & compliance field is an added advantage.
  • Willing to work in Sibu, Sarawak.
