Head of Procurement
Job Summary:
We are seeking an experienced Head of Procurement specializing in construction materials, including IBS (Industrialized Building System), precast concrete, rebar, steel, and related components. The ideal candidate will have a strong background in upstream and downstream procurement, covering supplier sourcing, contract negotiations, logistics, and international trade operations. This role requires expertise in importing materials from China to the UK and exporting to Malaysia, ensuring compliance with international trade laws, optimizing costs, and managing efficient supply chain operations.
Key Responsibilities:
Upstream Procurement (Supplier Sourcing & Strategy)
- Develop and implement procurement strategies for construction materials including IBS, precast, rebar, and steel.
- Identify, evaluate, and negotiate with suppliers and manufacturers, ensuring cost-effective and high-quality sourcing.
- Establish long-term supplier relationships to secure sustainable and reliable supply chains.
- Ensure compliance with UK, China, and Malaysia's trade regulations, International Trading Laws, and ethical sourcing standards.
- Monitor market trends, price fluctuations, and supply chain risks, making data-driven procurement decisions.
Downstream Procurement (Logistics, Shipping & Delivery)
- Oversee the importation of construction materials from China to the UK and exports to Malaysia, ensuring efficient shipping and customs clearance.
- Manage relationships with freight forwarders, customs authorities, and logistics providers to optimize transportation costs and timelines.
- Handle freight documentation, including Incoterms, Bills of Lading, and regulatory permits.
- Monitor inventory levels, warehouse storage, and distribution to ensure timely delivery to construction sites.
- Implement risk management strategies to prevent supply chain disruptions, delays, and cost overruns.
Requirements:
- Minimum 10 years of experience in procurement, supply chain management, and shipping logistics within the construction materials industry.
- Strong expertise in IBS, precast concrete, rebar, steel, and construction machinery procurement.
- Deep knowledge of International Trading Law, import/export regulations, and global supply chain logistics.
- Experience in importing materials from China to the UK and exporting to Malaysia.
- Strong understanding of shipping operations, customs clearance, freight forwarding, and trade compliance.
- Ability to analyze supply chain risks and implement cost-effective solutions.
- Bachelor's degree in Supply Chain Management, Business, Engineering, or a related field (Master’s degree preferred).
- Professional certifications such as CIPS, APICS, or equivalent are a plus.
Preferred Skills:
- Strong negotiation and supplier management skills.
- Knowledge of digital procurement systems and ERP platforms.
- Ability to lead cross-functional teams and drive process improvements.
- Experience in managing high-value procurement contracts and international trade finance.
