Commissioning Coordinator (Topsides)
The Commissioning Coordinator is overall responsible for all Pre-Commissioning and Commissioning activities to support the successful commissioning of any project in company business areas, including hull, topsides, and mooring facilities, from the preparation phase to execution phase. The Commissioning Coordinator reports to the Commissioning Manager and is assisted by a Lead Commissioning Engineer.
Key Accountabilities:
Commissioning Planning & Preparation
- During commissioning preparation phase, responsible to attend supplier Kick-Off Meetings to roll out package-related commissioning requirements, review of supplier documents, review ITR assignment, and provide inputs for commissioning schedule.
- Assist Commissioning Manager in the preparation of commissioning manning plan and FSR utilization forecast in accordance with project schedule and budget.
- Participate in engineering reviews and engineering validation activities, including but not limited to HAZID, HAZOP, studies, operability, front-loading commissioning in design, SCE’s, and performance standards in commissioning procedures.
- Prepare & review company development work methodology / procedures.
- Support in developing project deliverables as per project & client requirements.
- Identify and manage resource requirements to meet schedule and targets.
- Review and evaluate third-party services engagement (Technical & Commercial) for Commissioning scope.
Commissioning Execution
- Overall responsible for all pre-commissioning and commissioning activities following the commissioning strategy set by the Commissioning Manager.
- Ensure Preservation & Maintenance activities are performed as per company procedure/process in all phases of the project.
- Ensure the Commissioning team expedites/receives Supplier documentation for Preservation, Commissioning & Mechanical Completion from the Supplier as per the company requirement.
- Manage a team of Commissioning Leads and Commissioning Engineers for the successful execution of commissioning activities as per schedule.
- Expedite B-ITRs completion as per commissioning plan and priorities.
- Expedite commissioning testing following execution schedule.
- Responsible for tracking and status reporting of all punch lists during pre-commissioning, B-ITRs, pre-commissioning certification, commissioning, and commissioning certification.
- Oversee B-ITRs and commissioning testing completion as per commissioning procedure, project requirements, safety, and quality standards.
- Daily B-ITR completion status expediting, controlling, and monitoring readiness for the next phase activities.
- Responsible for managing commissioning safe system of work and PTW.
- Manage SIMOPS and ensure that no unsafe working conditions arise during execution.
- Ensure all regulatory and statutory testing and requirements are performed and records are maintained..
- System Completion Dossier (SCD) compilation with the help of MC Assistants.
- Oversee archiving of completed certification and commissioning documents in the document management system.
Commissioning Coordination
- Coordinate with construction team, MC coordinator, lead commissioning engineers, commissioning engineers, external vendors, and key technicians where necessary.
- Interact with other engineering departments to obtain engineering and vendor documentation details.
- Coordinate functional testing of commissioned systems and engage the Operations team as required.
- Engage with Suppliers, Subcontractors, Yards, and Clients for site execution support.
- Provide Lessons Learned / Improvement Opportunities based on project experience.
- Incorporate Best Practices and Improvement Opportunities from past project experiences.
Qualifications & Experience:
- Bachelor’s Degree or Technical College Certificate.
- Track record of commissioning at least three (3) FPSO projects, including marine and topside modules.
- Minimum of 10 years of experience in EPC of onshore/offshore oil and gas or FPSO projects.
Competencies:
Technical Skills:
- Proficiency in MS Office, project management software (MS Project/P6), and database systems related to system completion.
- Comprehensive knowledge of commissioning management, project management, commissioning methodology principles, quality assurance, and HSSE requirements.
- Strong understanding of contractual documentation (contracts, waivers, addendums, annexes, scope changes, schedules, etc.).
- Ability to conduct analytical reviews of complex progress reports and systematically identify and address issues.
- Strong knowledge of commissioning processes and standards and ability to define completion process concepts.
- Problem-solving skills with or without guidance from senior leadership.
- Hands-on experience in commissioning & start-up phases.
- Expertise in both marine and topside systems and EPCIC handover to operations.
- Proven project experience and skills in testing, pre-commissioning, commissioning execution, and offshore startup.
- Ability to drive commissioning teams for offshore plant startup and stabilization.
- Experience in strict regulatory environments, ensuring engineering compliance and contractual adherence.
- Extensive knowledge of multiple technologies, projects, and applications, with awareness of competing and alternative technologies.
