Key Responsibilities:

1. Financial Leadership and Operations

  • Oversee and manage the University’s financial operations, including tuition, fee structures, billing, and payment collections.
  • Ensure timely and accurate processing of disbursements, including payroll, student refunds, scholarships, and vendor payments.
  • Develop, implement, and monitor financial policies, procedures, and internal controls to ensure compliance with university policies, Malaysian financial regulations, and auditing standards.
  • Prepare and manage the University’s annual budget, monitor expenditures, and align them with revenue streams to maintain fiscal responsibility.
  • Supervise and review daily financial transactions to ensure accuracy, integrity, and compliance with established policies.

2. Student Accounts and Revenue Management

  • Oversee the accurate billing of tuition, fees, and other charges to student accounts, ensuring transparency and timely communication.
  • Supervise the reconciliation of student accounts, including adjustments for financial aid, scholarships, or withdrawals.
  • Resolve escalated inquiries or disputes from students, parents, or other stakeholders regarding account discrepancies, payment plans, and refunds.
  • Manage delinquent accounts by issuing reminders, contacting debtors, and coordinating with external collection agencies to ensure recovery.
  • Monitor and process commission claims from Business Development and Marketing teams for internal and external agents.

3. Budgeting, Financial Reporting, and Compliance

  • Prepare detailed financial reports, including income and expense statements, cash flow analyses, and financial projections, for presentation to university leadership.
  • Conduct monthly, quarterly, and annual reconciliations of financial records in collaboration with the Finance Department.
  • Coordinate with external auditors to facilitate financial audits and ensure compliance with statutory requirements.
  • Submit financial reports to regulatory bodies, including the Ministry of Higher Education (MOHE) and tax authorities, ensuring timely and accurate compliance.
  • Stay updated on regulatory changes in Malaysian financial and tax laws, adapting policies to meet evolving requirements.

4. System Optimization and Technology Management

  • Oversee the operation and maintenance of the Student Information System (SIS) to ensure data accuracy and process efficiency.
  • Lead system upgrades, testing, and implementation to enhance operational workflows.
  • Ensure seamless integration of financial systems with other university platforms, optimizing data flow and reducing redundancies.
  • Identify and implement technological solutions to improve financial operations and user experience.

5. Risk Management and Internal Controls

  • Establish robust internal controls to minimize financial risks and ensure compliance with internal and external regulations.
  • Monitor financial risks, including cash flow challenges and delinquent accounts, and implement mitigation strategies.
  • Conduct periodic reviews and updates to policies and procedures to reflect current regulations and best practices.

6. Collaboration and Coordination

  • Work closely with key departments such as Admissions, STAR (Student Admission and Registration), and
  • Marketing to ensure alignment of financial processes and communication.
  • Collaborate with the Finance Department to assess financial performance, identify challenges, and implement corrective actions as needed.
  • Partner with Business Development teams to monitor revenue-generating activities and ensure proper financial tracking and reporting.

7. Leadership and Staff Development

  • Supervise, mentor, and evaluate the performance of the Deputy Bursar and other finance team members, ensuring accountability and professional growth.
  • Develop and conduct training programs to equip the finance team with updated knowledge, skills, and tools.
  • Promote a collaborative and high-performing work culture within the finance team.
  • Serve as a role model for ethical financial practices and decision-making.

8. Stakeholder Engagement and Communication

  • Act as the primary contact for financial inquiries from students, parents, faculty, and external stakeholders.
  • Represent the university in financial discussions with external agencies, government bodies, and financial partners.
  • Provide clear and transparent communication to all stakeholders regarding financial matters, including fee structures, payment deadlines, and policies.
  • Foster positive relationships with students and staff to address concerns and provide guidance on financial matters.

9. Other Responsibilities

  • Assume full responsibility for financial operations across all campuses during the absence of senior finance officials.
  • Regularly update the Bursar’s Office Procedures Manual to reflect current practices and regulations.
  • Participate in university committees and task forces to provide financial insights and recommendations.
  • Undertake other tasks as assigned by university leadership to support institutional goals.

Job Type: Full-time

Pay: RM7,000.00 - RM8,000.00 per month
